GENERAL STATEMENT OF DUTIES: Within the Department of Transportation (DOT), to be responsible for the administration, development and implementation of transportation planning and multiple planning program systems, including but not limited to: Performance Matrices, Capital Programming, Geographic Information Systems, Bridge Planning, Pavement Planning, Drainage Planning to provide leadership and direction in shaping the Department’s long range planning programs using an asset management approach, including the development of the ten year plan in coordination with the Statewide Transportation Improvement Plan (STIP); to supervise a staff and provide leadership in shaping proposed legislation, policies and emerging technologies/methodologies that impact the Department’s overall planning functions; to direct the development of new transportation planning techniques, tools and the maintenance of automated tools; to assist department and local agencies; to conduct studies and research on transportation system performance; to serve as the Director’s designee to the state metropolitan planning organization; and to do related work as required.
SUPERVISION RECEIVED: Works under the administrative direction of the Director of Transportation and Chief Operating Officer with considerable latitude for the exercise of initiative and independent judgment; work is subject for review for effectiveness and conformance to applicable statutes, regulations and professional standards.

: Plans, organizes, assigns, supervises and reviews the work of managerial, professional, technical, and clerical personnel engaged.

To be responsible for developing and monitoring budgetary or fiscal elements of planning operations, projects and/or programs.

To be responsible for formulating short-range and long-range planning strategies that support objectives of the department, including changes in direction and new initiatives.

To be responsible for determining operational, project/program goals and objectives and to establish and administer the necessary scope of action, general policies and work schedules for each planning project, to supervise the execution of assignments.

To compile relevant materials into a multiyear plan suitable for use by Governor, Department and agency heads, with explanatory and supplemental materials; to update plan annually.

To oversee the review of a wide range of professional planning and/or policy proposals to ensure consistency with established policies and plans and to coordinate them with related activities.

To supervise and promote the implementation of policies, plans, and other recommendations through executive actions and orders, budgets, legislation and other means.

To do related work as required

Required Qualifications for Appointment

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles, methods, techniques and practices of planning; the abilities to effectively apply the foregoing knowledge in detailing and scheduling work programs concerning studies and guide plans as they relate to planning; the ability to plan, organize and execute complex multi-disciplinary projects; the ability to plan, supervise and review the work of an assigned planning staff; the ability to establish and maintain effective working relationships with superiors, associates, the general public and other officials regarding all areas of planning; and related capacities and abilities.

EDUCATION AND EXPERIENCE:
Education: Possession of a Bachelor’s degree in Planning, Public Administration, Business Administration, or Systems Management or closely related field; and
Experience: Extensive employment in a highly responsible administrative and supervisory position involving professional planning functions related to transportation or community, regional and/or statewide programs including governmental administration as well as policy and program implementation. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience

Supplemental Information

Supervisory experience in a planning or capital programming role a must. Experience with preparing multi-year plans. Federal Highway knowledge preferred.
