POSITION SUMMARY: Under general supervision of the Air Quality Program Manager, assists in coordinating and conducting technical, regulatory, and air quality improvement planning tasks for the Tribal Air Quality Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Reads and interprets regulatory permits and regulatory requirements such as New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), Maximum Achievable Control Technologies (MACT), and Prevention of Significant Deterioration (PSD).

2. Conducts research in air pollution control strategies, technologies, and regulations to assist in the development of a Tribal Implementation Plan, air quality management plan, and/or air quality improvement programs and regulations for the Southern Ute Indian Tribe.

3. Conducts air quality studies on the Southern Ute Indian Reservation, including serving as the lead for the Air Quality Program’s methane ranger program, in support of air quality improvement planning.

4. Serves as the lead Tribal liaison and coordinator with the State of Colorado, US Environmental Protection Agency and Western Regional Air Partners on greenhouse gas, regional haze, and ozone transport reduction initiatives.

5. Coordinates Southern Ute Indian Tribe/State of Colorado Environmental Commission (Commission) activities including scheduling biannual Commission meetings, maintains Commission related records, prepares and sends Commission letters and notifications, maintains a current Commissions mailing list, and assists in the recruitment and appointment of Commissioners.

6. Prepares facility air emission reports and annual / triennial comprehensive emissions inventories for the Southern Ute Indian Reservation and submits this information to EPA’s Emissions Inventory System.

7. Assists the Air Quality Program in the development and implementation of the Tribe’s Tribal Minor New Source Review program on the Southern Ute Indian Reservation and maintains a current database of minor sources on the Southern Ute Indian Reservation

8. Prepares and presents air quality planning information to the public, regulated community, Tribal Council, the SUIT/State of Colorado Environmental Commission, partner air quality organizations including State and Federal agencies, and Tribal legal counsel.

9. Prepares and submits required air quality planning documents and reports to the Tribe, the U.S. EPA, and the Southern Ute Indian Tribe/State of Colorado Environmental Commission (i.e., progress reports).

10. Establishes and maintains effective working relationships with Tribal Council, the Southern Ute Indian Tribe/State of Colorado Environmental Commission, coworkers and Tribal employees, state, county, and federal agencies, regulated industry, and the public.

11. Attends staff meetings public meetings, and trainings as requested.

12. Participates in a positive, supportive, and team-oriented environment.

13. Performs other duties as assigned.

QUALIFICATIONS:

Must have a BA/BS in Environmental Science, Natural Resources, Physics, Engineering, or related area.

Must have 2 years of experience in an air quality regulatory related occupation or 3 years of experience in an environmental regulation or environmental planning related occupation.

Must have general knowledge of oil and natural gas industrial processes

Must have general knowledge of Clean Air Act programs.

Must have experience conducting research and analysis of data.

Must have experience in organizing, scheduling, and developing agenda and meeting materials for formal business meetings.

Must have computer experience in software programs including Microsoft Word, PowerPoint, and Excel; and have experience with database applications.

Must have a valid Driver’s License for state of residency and be insurable under the Tribal Vehicle Insurance Policy.

Must pass a thorough background check including Criminal History and pre-employment drug test.

PREFERRED QUALIFICATIONS:

1 year of experience in an air quality planning related field.

General knowledge of Federal and Tribal air quality regulations.

Knowledge of federal requirements and experience in completion of grant application forms.

Knowledge of the functions of a Commission and Roberts Rules of Order.
