Summary

The Airport Planner aids the Senior Planner by performing technical work on complex planning tasks at Charlotte Douglas International Airport. Work involves extensive contact with other interdepartmental groups, agencies, stakeholders, and community groups.

General Information:

  • This is a hybrid position where standard business hours apply Monday through Friday. Work required at other times for meetings, special events and emergencies/urgent matters.
  • Driver’s license that meets requirements to obtain and maintain a City Driving Permit.
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.


Major Duties and Responsibilities

  • Develops planning programs, compiles and analyzes planning data. Assists with the development and management of the Airport’s Capital Improvement Program for a near-, short-, and long-term horizon.
  • Researches and prepares reports and plans to support complex issues, such as the Airport Master Plan and Strategic Area Development Plan, noise programs, Passenger Facility Charge (PFC) and Airport Improvement Program (AIP) purpose and need statements, National Environmental Protection Act (NEPA) documentation, site and area development planning, compatible land use plans, airfield capacity, terminal capacity, economic development plans, benefit/cost analyses, sustainability reports/plans, Part 150 documentation, facility and infrastructure requirements analyses, project programming documentation, facility use surveys and analyses, geospatial analysis, concept design and development. Prepares preliminary sketches of future projects.
  • Coordinates planning and construction projects with that of other departments and public agencies.
  • Provides technical support on planning principles.
  • Presents plans or project overviews to public groups including the Airport Community Roundtable, Airport Neighborhood Committee, and the Aviation Academy.
  • Coordinates the preparation of reports and informational material for internal and external stakeholder groups.
  • Collaborates with Finance to maintain working planning documents. Assists Financial Planning with providing project information to supplement grant administration. . Provides guidance for project funding eligibility sources including but not limited to Airport Improvement Program, Passenger Facility Charge Program, state grants, NC Highway Department funds,
  • Coordinate with state and federal agencies throughout project life cycle.
  • Drafts requests for qualifications. Reviews Statement of Qualifications and participates on the selection committee for professional services.
  • Serves as a project manager overseeing Planning consultant-led tasks and projects supporting the scoping, fee negotiation, data collection, and ongoing project management process. May serve as a deputy project manager or support the Planning Program Manager on larger scale complex projects.
  • Participate on design teams to represent the original planning principles to ensure the projects proceed to meet the original purpose and need.
  • Prepare or assist departments to prepare Project Definition Documents in support of new and changing project requests to provide an overview of a project scope, cost, and schedule that is then shared and coordinated with our Architecture and Engineering partners when transitioning projects from a Planning to Design phase.
  • Serve as a liaison between airport tenants, internal and external stakeholders regarding aeronautical topics
  • Serve as an Airport representative or designee on internal and external committees to ensure planning principles are represented and served through its actions.
  • Assist the internal Airport Governance process with the compilation, research, and coordination of Airport projects and associated project changes.


Knowledge, Skills & Abilities

  • Thorough knowledge of the theories, methods and procedures involved in planning, with an emphasis on aviation planning, operations or design.
  • Considerable knowledge of the planning principles and practices of airport compatible land use , and comprehensive planning and design standards.
  • Considerable knowledge of research methods and the application of them to planning problems.
  • Ability to prepare complex planning analyses and comprehensive reports.
  • Ability to present on planning topics or planning overviews.
  • Excellent public speaking and professional writing skills.
  • Ability to convert broad program issues to a work program level. Ability to maintain a customer service orientation in all circumstances.
  • Ability to work in team settings or autonomously on specific tasks
  • Knowledge of or ability to learn Bluebeam software or Adobe Creative Suite


Preferred Qualification

Master’s degree plus one year of experience, or Bachelor’s degree plus three years of experience required. Master’s degree preferred. Experience in the field of aviation and planning, with some experience in project management, required. Major coursework in airfield planning, airport management or aviation-related field required. Professional certifications such as American Association of Airport Executives Certified Member or Airport Certified Employee preferred. American Planning Association AICP accreditation preferred. Supervisory experience preferred.

Minimum Qualifications

Bachelor's level degree and three years relevant experience.

Or

Master’s level degree and one year relevant experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
