Duties Summary

Manages, administers, directs, and coordinates the operations and activities of the Animal Control and Protection Agency for the County of Hawai‘i; oversees the agency's field operations; develops and implements policies and procedures; and performs other related duties as required.

One (1) immediate permanent full-time vacancy with the Office of the Mayor in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Special Working Conditions: Exposure to hazardous, filthy, and/or obnoxious conditions.


Examples of Duties

  • Manages, administers, directs, and coordinates the operations and activities of the Animal Control and Protection Agency for the County of Hawai‘i including operations, programs, staffing, community outreach and budget administration.
  • Enforces laws and regulations governing the care, control, and impoundment of animals operations and ensures compliance with all applicable laws, codes, policies and procedures.
  • Develops and evaluates programs, policies, procedures, projects, and services; addresses service quality issues as needed; reviews feasibility of and recommends modifications to adapt programs to meet the Animal Control and Protection Agencies objectives; develops modifications and implements services and develops and implements short and long-range plans.
  • Oversees and directs the financial, business, grant administration, personnel, program development, administrative, and other operations of the agency; meets with staff on a regular basis for input on improvements or concerns and disciplines employees as needed, directly or through subordinate supervisors.
  • Prepares and justifies the department's annual budget; monitors collections and other revenues; oversees expenditures and the department's materials and equipment requirements.
  • Promotes community and public relations for the agency; responds to inquiries and complaints from the general public and County officials by directing or conducting investigations; represents the County at meetings and conferences with other government agencies, the County Council, State Legislature, community groups, and individuals regarding animal control matters.
  • Oversees the construction, maintenance, and repairs for shelters, facilities, and vehicles; meets with appropriate county departments to determine feasibility and permit requirements.
  • Keeps up to date and maintains a working knowledge of laws and regulations applicable to the Animal Control and Protection Agency; ensures that field and animal sheltering operations are operating safely, effectively, and efficiently.
  • Notifies the Office of the Mayor of any major incidents requiring special attention.
  • May appear in court and give evidence and testimony in connection with cases handled by the Agency.
  • May perform euthanasia and sedate animals as needed.
  • Operates a motor vehicle to perform work-related travel.
  • Oversees all personnel matters including staffing and organizational needs; assigns, trains, evaluates work of, and disciplines employees.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree in business administration, public administration, economics, animal science, zoology, biology, veterinary science, or a related field (attach a copy of your official college transcript to your application), and
  • four (4) years of professional work experience planning and coordinating activities for an animal control agency, animal shelter, veterinary office, or related facility, and
  • one (1) year of which year shall have been in an administrative or supervisory capacity, and
  • possession of a valid State of Hawai’i driver license (Class 3) or any other valid comparable driver license at the time of filing. You will be required to submit your valid driver license at time of hire.

Certification requirements prior to completion of probation:
  • possession of a current CAETA Certificate of Completion
  • possession of a current American Red Cross CPR/AED/First Aid Certificate

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: Federal, State, and County regulations applicable to animal control and protection, the legal liabilities and responsibilities of those concerned with their enforcement and the functions and inter-relationships with various government, community and private agencies concerned with animal care, protection and control regulations, principles and practices of animal shelter operations, field services, and humane care and control of animals, physical and behavioral characteristics of domestic, aggressive and dangerous animals, principles and practices of management pertaining to the organization and supervision of a work force through subordinate supervisors, including developing, planning, scheduling, monitoring, and problem solving, basic use of common computer programs, principles and practices of public relations and the dissemination of information, principles and practices of supervision, and report writing.

Ability to: interpret and administer Federal, State, and County regulations relating to animal control and protection, communicate effectively, orally and in writing, to convey information and interact with the public and personnel at all organizational levels, function in stressful situations requiring negotiation and/or persuasion to de-escalate tense or time-sensitive situations in a manner that conveys confidence and promotes trust; act as a liaison to advise and/or resolve differences, gather, analyze, interpret and evaluate information from a variety of sources to draft reports, plan, coordinate and initiate actions and implement decisions and recommendations, prepare and present concise, logical oral and written reports to explain policies, procedures, recommendations, and train staff, plan, assign, direct, and evaluate the work of a large staff through subordinate supervisors and develop operating standards and policies, prepare and justify budget proposal and requests, formulate long range objectives and goals and prepare comprehensive reports, develop and maintain effective relationships with other government and community agencies, and deal tactfully and effectively with community groups, individuals, and the public.
