The Cyber Center of Excellence (CCoE) is the U.S. Army's force modernization proponent for Cyberspace Operations, Signal/Communications Networks and Information Services, and Electronic Warfare (EW), and is responsible for developing related doctrine, organizational, training, materiel, leadership/education, personnel, and facility solutions. A major aspect of the CCoE's mission is the training, education, and development of world-class, highly skilled Signal, Cyber, and EW professionals supporting operations at the strategic, operational, and tactical level.
Today's broad and rapidly changing global operational environment means the Department of Defense and the nation are required to function within an increasingly competitive, congested, and contested cyberspace and electromagnetic spectrum. Ultimately, the CCoE must enable commanders and leaders to seize, retain, and exploit freedom of action in both the land and cyberspace domains, while simultaneously denying and degrading the adversary use of the same.
Galapagos Federal Systems, LLC is looking for a candidate to fill the Applications Programmer-Senior position. This contract provides the following Information Technology Services (ITS): system administration, help desk assistance; hardware and software installation and troubleshooting. Additional allowances may be flexed to meet manpower or service(s) requirements that can possibly occur at a later date that could include but not limited to: Additional Tech Support for hardware/software installation, troubleshooting and Customer Support; SharePoint Administration; Video Teleconferencing (VTC) scheduling, management, and services; Database design and administration; Wireless Device Management/Services, and procurement of required IT equipment and supplies.
The Application Programmer's role is to assist in the definition, development, testing, analysis, and maintenance of new or existing software applications in support of the achievement of business requirements. Application programmers are responsible for creating and maintaining the software used by businesses, individuals, and other organizations every day. They’re tasked with taking a concept or idea and turning it into an actual product that people can use.
Application programmers may work on a wide range of projects, from simple programs to complex systems that require multiple steps to complete. Regardless of what they’re working on, their goal is always the same: to create software that meets the needs of their clients as effectively as possible.
Education / Certifications:
- Bachelor’s degree with at least 8 years’ experience.
- IAT II certification per IAW AR 25-2 with at least 3 years in IA technology or a related area
- CCNA Security or CompTIA CySA+ or GICSP or GSEC or Security+ CE or CND or SSCP
- VMware Certified Professional VCP
- Continuous education as required by certifications
- Background investigation as required by IA level and DoDI 8500.2
- Computing Environment (CE): VMWare Certified Professional VCP
Skills / Experience Required:

- Performs coding, debugging, testing, configuration, and analysis to develop or modify application programs.
- Conducts detailed analysis of functional and technical requirements needed to create specification.
- Utilizes programming, scripting, or database language to produce efficient code.
- Performs unit testing of applications
- Produces application documentation, including process and data flow diagrams
- Provides support for implements, enhancing, integrating and maintaining applications
- Writing code that is compatible with existing systems and meets user needs
- Creating documentation for applications such as user manuals, training guides, and help files
- Testing code to ensure it performs as expected and troubleshooting any issues that arise
- Maintaining and updating applications as needed to meet changing business requirements
- Writing or reviewing computer programming code for applications such as word processing programs or spreadsheets
- Analyzing business processes to recommend improvements to efficiency or cost savings
- Working with a team of programmers to design, develop, test, and support an application
- Developing new software applications or updating existing software programs to meet users’ needs
- Installing, maintaining, and troubleshooting computer hardware
- Ability to organize, prioritize and meet deadlines
- Capable of conveying complex information in a simplistic manner
- Strong critical thinking and problem-solving skills
- Strong self-starter requiring minimal supervision
- Able to take proactive measures to prevent problems rather than reactive by nature
- Strong verbal and written communication to effectively express concepts, plans, and proposals

JOB REQUIREMENTS
Security Clearance:
Must be a U.S. Citizen. A high-level Department of Defense (DoD) active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
Physical Requirements:
Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. Must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and may include lifting thirty (30) pounds, as necessary.
