The SEI helps advance software engineering principles and practices and serves as a national resource in software engineering, computer security, and process improvement. The SEI works closely with defense and government organizations, industry, and academia to continually improve software-intensive systems. Position Summary:

This position will be part of our Continuous Deployment of Capability team, and will support our DevSecOps and Agile portfolio. In this role, you will be part of technical support team providing software engineering and project management expertise to multiple Department of Defense (DoD) programs. This position will support the Software Engineering Institute’s (SEI) mission by working with these government customers to understand their challenges, identifying actionable solutions, and guiding programs to operationalize the most effective techniques and practices.

The Technical Engagement Lead will play a key role in facilitating the efficiency and growth of our DevSecOps and Agile efforts, including product and customer portfolios. This position reports directly to the DevSecOps Team Manager to ensure that efforts are well positioned to support a high ops tempo of rapidly changing client and partner needs.

Requirements:

BS in Computer Science, Information Systems, or related field with additional professional training in strategic planning, product management, project management, and/or transition management. A Project Management certification, or MBA would be a plus.

Excellent communications skills, both written and oral, with ability to effectively communicate information to customers, stakeholders, and internal teams within the SEI.

Willingness to travel to various locations to support the SEI’s overall mission. This includes within the SEI and CMU community, sponsor sites, conferences, and offsite meetings on occasion.

You will be background check and must be able to obtain and maintain a Department of Defense security clearance.

Will be required to work with government program offices to identify strengths and weaknesses within the acquisition program and their contractor base and build solutions to address the weaknesses and recognize and support the strengths.

Duties:

Coordinating transition activities including communication, measuring impact and analysis, and the development and execution of business/operational processes in the Continuous Lifecycle Initiative and may augment similar functions for the CTSD director and/or other CTSD technical teams.

Providing actionable, timely business intelligence to facilitate decision-making, including streamlining operational/financial reporting for client, transition, and research activities.

Acting as a liaison to SEI Transition Services team.

Stewardship of the team’s JIRA and/or Wiki sites.

Manage the strategy and execution of curriculum development and course deployment, to include maintenance of the course portfolio. This includes supporting the development of new instructional offerings, collaborating with clients, Initiative team members, and other partners. These responsibilities may extend to providing similar expertise to additional course development and deployment of new technical initiatives.

Stewardship of the SEI’s Agile Collaboration Group membership, including the maintenance of membership rosters and developing and maintaining new and existing communication/collaboration channels.

Knowledge, Skills and Abilities:

Deep, detailed knowledge of software engineering fundamentals: requirements development and management, software architecture and design techniques, process improvement methodologies, software assurance coding, and cybersecurity methodologies.

Related experience working on a large software development program.

Knowledge of how to apply system engineering principles to system software development.
Excellent written and verbal communications skills and ability to present to principal partners internal and external to the organization.

Proven program and project management skills including: interfacing with clients, developing proposals, and establishing relationships with new DoD and/or government clients.

Demonstrated team related skills with the ability to lead and participate in multidisciplinary teams.
Understanding of basic computer systems, and network, database and application security issues
Excellent reasoning and problem-solving skills.

Outstanding collaboration skills, with excellent written and spoken communication excellent problem solving capabilities.

Highly motivated individual with ability to multi-task, prioritize and be detail-focused.

Desired Experience:

Experience for 2 or more years in a software engineering setting, and/or project management activities relating to technology transition including demonstrated experience in five (5) or more of the following activities:

  • Agile methods, DevOps or continuous software integration and deployment.
  • Experience with software engineering processes including requirements, architecture and design, program and acquisition management, performance improvement, assurance, and/or security.
  • Collaborating with customers and diverse partner groups.
  • Facilitation skills working in multi-disciplinary groups.
  • Strong familiarity with various transition and outreach channels.
  • Exceptional written and verbal communication skills.
  • Strong problem solving and root cause analysis skills.
  • Ability to independently address problems, projects, and challenges.
  • Ability to influence others and move toward a common vision or goal.
  • Ability to adapt to changing priorities and maintain flexibility, handle multiple task flows.
