The Department of Psychiatry and Behavioral Sciences within the UW School of Medicine is the third largest clinical department with over 300 full-time faculty members, over 400 courtesy/affiliate faculty members, 132 trainees and over 300 staff with an annual budget of over $110m. Department faculty provide clinical services in the University of Washington School of Medicine, University of Washington Medical Center-Montlake and Northwest and Harborview Medical Center. Faculty members also serve at Seattle Children's Hospital, the Veteran’s Administration Puget Sound Healthcare System, and the Fred Hutchinson Cancer Research Center; which comprise 5 hospitals, 14 primary care locations, and several outpatient sites; in addition to telepsychiatry consultations to more than 150 clinics in Washington and beyond. As the only academic psychiatry department serving the five state WWAMI region (Washington, Wyoming, Alaska, Montana, Idaho), the Department’s highly competitive residency training program is largely responsible for developing the mental health workforce in the Pacific Northwest and is the largest program in the United States. We offer 26 graduate medical education programs, including the Psychiatry Residency and Clinical Psychology Intern/Resident programs, 24 subspecialty clinical fellowships (ACGME & Non-ACGME), and required and elective medical student clerkships for 276 students. In addition, our education program runs 6 workforce training programs for mental health practitioners across Washington State and the Pacific Northwest Region.

The Department’s robust research portfolio reached $55 million in grant and contract awards in fiscal year 2023 for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. Other areas of excellence include Addictions, Autism, High Risk Youth, Neurosciences, and Trauma, and the Department is developing innovative new programs in Technology and Mental Health, Global Mental Health, Maternal and Child Mental Health, and Targeted Intervention Development.

The Department of Psychiatry and Behavioral Sciences has an outstanding opportunity for a full time Associate Director of Human Resources.

The Associate Director serves as the central expert resource for the recruitment, hiring, retention, and promotion of our faculty and staff members including payroll, Workday HR/P functions, and compliance, for a workforce of nearly 1,200. The Associate Director of HR is a principal liaison to the Chair of the Department and uses critical independent judgment, decision-making problem-solving, and analysis in the management of the activities of the office and in meeting departmental priorities. In addition, this position must oversee the diverse communication needs of the Department and the constant need to develop timely and accurate messaging to a complex and diverse audience.

This Associate Director of HR will be responsible for providing policy level analysis to the Vice Chair of Finance and Administration, Chair, and is a member of the senior administrative leadership team and department leadership council. This position is an integral member of the Diversity, Equity and Inclusion committee, partnering with the Department Chair, Vice Chair of Finance and Administration, Service Chiefs and Diversity Chairs on Diversity, Equity and Inclusion initiatives for the department.

Due to the broad range of responsibilities, this position requires an ability to direct and manage multiple priorities, quickly analyze situations, and make sound decisions utilizing effective time management skills, good business acumen and administrative judgement. Creativity and excellent personnel management skills are very important. The incumbent must be able to work very independently to achieve the goals of the Department and the HR office.

The Associate Director of HR advises the Chair, Vice Chair and Service Chiefs on complex UW, Federal and State policies. The successful candidate will be trusted to:
  • Make independent and sound decisions, which have significant financial and organizational consequences.
  • Hold privileged and highly confidential information and is trusted to act upon this information.
  • Independently determine the best operating practices and how to implement them for the department.
  • Conduct local investigations and supervise employee corrective actions.
  • Manage major department projects which affect all employees.
  • Represent the department in complaint resolution and grievance meetings. They will be involved in long-range strategic planning and management planning.

    This position has proven critical to recruiting and retaining key faculty and staff. It plays a key role in presenting a positive, customer service friendly image of the Department to the public, University officials, School of Medicine officials, and Department faculty, staff, and students.

    This position is responsible for administering the University's policies for hiring and managing staff within the Department as well as administering the University's ethics policies and overseeing the compliance of outside work rules. This position is presented a variety of complex HR problems daily by faculty and is expected to offer accurate and quick solutions.

    DUTIES AND RESPONSIBILITIES
    Human Resources Leadership and Management (30%)
    The Associate Director works collaboratively with faculty affairs team, staff HR team, divisions, School of Medicine, and central campus HR and AHR (OAP) to recruit, retain, and advance world-class personnel. Therefore, the Associate Director, in supporting the department management team, must be able to assess, analyze, and propose ideas that will continue to build and strengthen the organization and services that support the University, School and Department mission of academic excellence.

    Subject matter expert on human resources pursuant to interdisciplinary, interdepartmental, and joint venture initiatives:
  • Identify organizational complexity unique to cross-area programs.
  • Assess financial impact.
  • Identify and minimize risk areas.
  • Evaluate financial aspects of proposed approach to development and organization and recommend changes.
  • Recommend departmental policies for human resources to Vice Chair/Chair.
  • Responsible for ensuring equitable compensation across the Department, including salary setting at the time of hire.
  • Partner with Diversity Council Chairs, Service Chiefs, Vice Chair of Finance and Administration and Chair on EDI initiatives for the Department. Oversee climate survey every four years, extract meaningful data and take action.

    Strategic Organizational Planning and Implementation (20%)
    The Associate Director serves on the Department Executive Council and is a key participant in strategic planning and development of goals and strategies for people/workforce. The role of the Associate Director on this executive team is to:
  • Provide interpretation and review of policies, regulations and procedures pertaining to human resources, and operational needs of the unit; interprets complex operational issues to determine their impact.
  • Gather information and provide reports and data to support decision-making.
  • Follow up on issues of concern with division administrative units, outside agencies and others; works to establish and implement priorities.
  • Align operational resources with strategic plans, goals, and decisions; and manages, delegates, and oversees the implementation of strategic plans for this critical program.
  • Provide strategic recommendations and decisions regarding changes to governance and organizational structure of the Department.
  • Independently develop strategies that will be vetted by department leadership and Chair/Vice Chair.
  • Lead recruitment efforts for key leadership (faculty and staff) positions.
  • Collaborate with process improvement analysts and IT to develop technological tools to best process the annual faculty performance reviews and any other new systems initiatives related to HR.

    Policy Development and Regulatory Compliance Activities (20%)
    The Associate Director works with the School of Medicine and the Provost's Office regarding compliance issues within the human resource programs of the Department. The University of Washington is responsible for compliance with all federal (Affirmative Action, Department of Labor, etc.), State (WAC & RCW), UW (Faculty Code), and other entity regulatory standards and requirement.

  • Responsible for ensuring that all programs under their area of responsibility meet these standards and requirements.
  • Work with the School and the Provost to determine best practices to initiate new processes.
  • The Associate Director will be responsible for policy development and recommendations for streamlining/standardizing of processes and procedures to enhance the Department's operational efficiency and to improve customer service.
  • Direct and assist the Department Chair in merit review of Division Heads and center directors (as needed/requested), developing and managing systems and processes to meet faculty code requirements and ensuring deadlines are met.
  • Serve as ex officio member of the Department's Appointments and Promotion Committees.
  • Serve as expert to UW policies and procedures on department committees and task forces.

    Manage Academic Human Resources for Psychiatry and Behavioral Sciences (15%)
  • Lead and mentor department managers.
  • Establish strong working relationships with the faculty, staff, Division/Section Heads, Program Directors, Dean’s office staff, and other UW/UWP/CUMG leadership.
  • Guide Chair, Service Chiefs and Division Directors on academic faculty recruitments and evaluation tools.
  • Develop information systems that provide indicators and operating thresholds to reflect meaningful measures of quality, which are monitored for all programs on a scheduled basis for all academic personnel actions (e.g., appointments, promotions, reappointments); develop management reports that reflect operating performance and compliance with service standards and applicable state and accrediting agency requirements.
  • Oversee faculty offers (over 100/year) and practice plan compliance.
  • Conduct new faculty department onboarding and orientation.
  • Oversee the clinical faculty appointments process, reappointments and the yearly resume of participation.
  • Ensure faculty are credentialed appropriately with the Office of Medical Staff Appointments.
  • Manage the annual academic and clinical promotion processes.
  • Oversee junior faculty mentor committee program, track progress of assistant professorships.
  • Collaborate closely with Vice Chairs for faculty development.

    Manage Staff Human Resources and Personnel Programs for the Department of Psychiatry & Behavioral Sciences (15%)
  • Advise the Chairs and Vice Chair of Finance and Administration on complex UW policies, Federal and State laws.
  • Oversee the work of HR Manager in the areas of new staff appointments, reclassifications, leave management, and other areas.
  • Investigate complaints, discuss resolution options.
  • Create corrective action plans and lead progressive discipline meetings including dismissal.
  • Understand labor relations policies and practices and interpret to staff.
  • Act as the departmental expert on the structure of grievances and terminations.
  • Administer staff recognition and professional development programs.
  • Interpret staff personnel policies and translate into web/database interfaces.

    Supervisory Responsibilities:
  • Supervise 5.0 FTE: 2.0 Academic HR Managers, 1.0 Faculty recruiter, 1.0 Staff HR Manager, and 1.0 FTE Payroll Analyst.

    MINIMUM REQUIREMENTS
  • Master's degree in health care, business or related degree.
  • Minimum seven years’ experience in a healthcare or higher education environment and demonstrated success in the management of complex programs, activities or units.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS
  • Solid understanding of State and Federal policies related to human resources.
  • Ability to work effectively with the Chair and Vice Chair of Finance and Administration providing them with executive and actionable advice.
  • History of working with confidential information and ability to take appropriate action.
  • Successful history and ability to work on large, complex projects in a deadline driven environment.
  • Self-starter who works successfully from stated goals without instruction with the ability to work independently (exceptional organizational, planning, time management skills and initiative).
  • Collaborative – proven excellence as a member of a team and with the ability to lead teams to successful outcomes.
  • Must be a seasoned supervisor who can work well with and lead a diverse team.

    DESIRED QUALIFICATIONS
  • Knowledge of UW administrative and management procedures.
  • Proven expertise at managing human resources at a UW departmental level.
