MSA seeks multiple candidates to join our Ballistic Missile Defense System (BMDS) Operational Test Agency (OTA) Team in Colorado Springs, Colorado. Our team provides an independent operational assessment of the BMDS capability to defend the United States, its deployed forces, friends, and allies against missiles of all ranges and in all phases of flight.

Here's what you'll be doing:

As the independent operational assessment organization for the BMDS, the BMDS OTA Team is actively involved in the test, assessment, and analysis tasks in cooperation with the Missile Defense Agency and Warfighter communities. BMDS OTA Team members have a unique opportunity to be involved in all aspects of BMDS testing, from initial concept and requirements development to detailed analysis and assessment reporting. Focus areas for selected candidates will be tailored to match the applicant's skills, background, and desired career path. Technical mission areas include Modeling and Simulation (M&S) Accreditation, Cybersecurity Assessments, Data Analysis, Operational Assessment Requirements Development, and sensors Analyst. We're looking for software developers, general engineers, and other STEM technical experts interested in applying their skills to the BMDS.

Duties include:

  • Understand and apply advanced concepts and principles to design, develop, and test software tools and applications to analyze complex missile defense systems.
  • Support the BMDS OTA Team Software Engineering Lead and Lead Developer by developing tools that inform the Warfighter on operational decisions.
  • Communicate with peers and leadership on software methodologies and usage.
  • Ensuring software requirements are met, and tools are tested and developed in time to support major deliverables.
  • Apply engineering principles and scientific investigative techniques to support planning, execution, analysis, assessment, and reporting on the strategic and theater/regional MDS.
  • Apply verification, validation, and accreditation (VV&A) engineering principles and scientific investigative techniques to support the evaluation of the M&S used in operational testing and their ability to support the assessment of the MDS.
  • Participate in meetings and test events, including overseas travel, and document observations from test events.
  • Perform data analysis of test events to support assessments of the BMDS and prepare briefings and reports summarizing analysis and assessment results.
  • Assess complex systems by synthesizing analytical results and expert judgment, reviewing technical documentation, conducting analytical studies, and preparing technical reports/briefings on research findings.
  • More experienced candidates are also expected to demonstrate innovative application of technical skills to develop intellectual property, solve challenging problems, and serve as a source of professional and technical knowledge accumulated through experience.

Minimum Job Requirements:

  • A bachelor's degree in a technical field such as engineering, mathematics, physical sciences, or computer science.
  • At least 2+ years of professional experience in software development if you're a SW developer.
  • Proficient in Python, including scientific computing packages (numpy, scipy, pandas).
  • Proficient in/Knowledge of Django web framework
  • Experience with object-oriented software design principles.
  • Familiarity with Git, Source Control Management, IDEs.
  • Knowledge of software development principles and working collaboratively with software development teams.
  • Strong problem-solving abilities.
  • Applicant must have excellent written and oral communication skills and be proficient with office automation tools.
  • At least five years of full-time professional experience in a technical field related to missile defense and technical analysis of a complex weapon system if you're an engineer.
  • Excellent written and oral communication skills and proficiency with MS Office automation tools.
  • Must be able to work at our customer site in Colorado Springs, Colorado.
  • Must possess or be able to obtain a SECRET clearance before the start of work.
  • You also must be able to obtain TS/SCI eligibility.

Preferred Skills:

  • Prior experience analyzing one or more MDS elements or components, including radar systems, missiles, communications systems, Battle Management, Command & Control, Communication (BMC3), and Infrared (IR) sensors.
  • Preferred applicants will have experience in one or more of the following areas: conducting complex analytical studies, developing or adapting analysis tools to suit needs, building reusable, well-documented MATLAB/Python utilities, assessing the suitability, effectiveness, survivability, and interoperability of complex military systems, and evaluating threat intelligence information as it pertains to system performance.
  • Prior experience with M&S VV&A practices.
  • Experience with Department of Defense (DoD) integrated test philosophy and test regulations and coordinated test and evaluation programs.
  • Experience with operational testing and assessment of a weapon system's effectiveness, suitability, and survivability.
