Under the direct supervision of the Sr. Administrative Manager, we are seeking a Budget Specialist who will be responsible for pre and post award activities of the program. This position will be responsible for the compilation of information related to expenditures and/or revenues for a variety of accounts, e.g., general funds, grants, contracts, endowments, revenues, gift accounts.

Specific Duties & Responsibilities

Will assist in all aspects of pre and post-award processes to include but not limited to budget preparation, COEUS, SWIFT, MyRAP preparation, allocation of budgets, journal transfers, award change requests, cost transfers, sponsor reporting (financial and progress), preparation of all closeout documentation, outgoing invoices and travel reimbursements.
Monitor post award budgets based on established processes and procedures.
Responsible for monthly budget reallocations for all consortium grants and contracts.
Track and monitor revenue and expenditures to identify variances and to provide up-to-date expenditure and balance information.
Develops payment schedules to monitor receipt of payments from sponsor.
Process sponsor invoices for payment in accordance with contract terms and conditions.
Review and process all incoming invoices and accounting transactions. Verify expenditures against approved budgets to ensure compliance with university guidelines and/or sponsor requirements and restrictions. Maintain and update accounting data within consortium database.
Assist in developing invoice tracking systems and invoice templates in accordance with primary award study budget and study protocol.
Confers with appropriate Principal Investigator to ensure that required procedures are followed in regard to budget and invoicing. Provides instruction and answers to related questions. Identifies and provides solutions and resolves problems.
Maintains and updates account tracking database. Communicate necessary financial information to lead investigators, coordinators and staff liaisons in an effort to ensure appropriate and timely review, execution and payment of all incoming invoices.
Prepare routine, standard, and ad-hoc reports for sponsoring agencies based on knowledge of existing data.
Assist in development and maintenance of budget monitoring systems by setting up electronic and paper files, recommending and following workflow, and suggesting process improvements.
Works closely with leadership and research teams to develop and maintain clinical trials process (Subawards, Budgets, Invoice and Sponsor payments)
Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate, and format data and/or reports.

Minimum Qualifications

High School Diploma or graduation equivalent.
Three years of related administrative and/or budget experience.
Related coursework at the college level may substitute for experience to the extent permitted by the JHU equivalency formula.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
