GENERAL STATEMENT OF DUTIES:

Directs and controls Burke County’s budgeting and financial forecasting activities.

DISTINGUISHING FEATURES OF THE CLASS:

Reports to the County Manager. May supervise others involved in the budget process. The employee must exercise considerable independent and sound judgment and initiative supervising assigned functional areas and in planning and directing the fiscal control system. The employee also handles projects and special assignments. Work is performed in accordance with established County finance procedures, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Work is performed under the general supervision of the County Manager, and is evaluated through conferences, reports, and an independent audit of financial records and procedures. Must be able and willing to work extended schedules as needed to carry out the financial management and supervisory functions for a variety of county programs.

DUTIES AND RESPONSIBILITIES:

Leads the budgeting process for annual, quarterly, and monthly budget development:

  • Assists the County Manager in carrying out policies and goals set by the Board of County Commissioners.
  • Directs the development of the annual budget, the strategy and performance management program, and various organization-wide process improvement initiatives:
  • Develops and leads departmental operations through assessing needs, establishing priorities, developing objectives and strategies, monitoring progress and making changes when necessary, and maintaining effective communication with management and staff.
  • Provides direct supervision to staff overseeing the budget and strategy operations, including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Manages the department's budget and ensures compliance with related regulations, standards, and policies and approves and monitors the expenditure of funds
  • Interprets policies and procedures to departmental staff and recommend policies and procedures pertinent to the operation of the organization to leadership.
  • Works closely and frequently with management and departmental leadership and represents department in various capacities, including internal and external communications and meetings.
  • Oversees the development and implementation of organizational training in regards to budget, strategy, performance management, and process improvements initiatives. Assist in the professional development of departmental staff.
  • Seeks ways to use innovation to improve current department and County procedures and oversee implementation of Innovation.
  • Reviews and monitors departmental reports, communications, and services to ensure consistency, quality, and transparency.
  • Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.
  • Develops budgetary policies and guidelines to meet short and long-term financial goals.
  • Establishes processes to incorporate past financial results into budget development.
  • Monitors and analyzes performance against budgets.
  • Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support.
  • Presents budget data to senior management and/or board.
  • Creates functional strategies and specific objectives, and develops budgets/policies/procedures to support the functional infrastructure.
  • Prepares and analyzes budgets, financial reports, investment of funds, and posting of revenues.
  • Coordinates the budgeting process with the County Manager and Department Heads; receives and reviews budget requests from departments and agencies for funding; analyzes information and makes recommendations regarding amounts of funding for departments and other organizations; prepares proposed budget documents for review by the County Manager and the Board of Commissioners.
  • Enters Fiscal Year budget in County’s accounting system; monitors and administers the annual budget; supervises staff that are involved in the County’s financial management process.
  • Attends various board meetings as a representative of the County; responds to questions, concerns, and requests for information from citizens and employees; conducts follow up as needed.
  • Immediate Supervisor to Sr. Budget, Strategy and Performance Analyst; coaches, trains, supervises.
  • Assists the County Manager with a variety of tasks in projecting, developing, and working with the annual budget process and with planning programs in the departments supervised.
  • Assists the County Manager in determining funding levels for annual departmental budgets; request additional funds and transfers from the Commissioners.

RECRUITMENT AND SELECTION GUIDELINES

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of North Carolina General Statutes and of local ordinances governing County budgeting and public financial practices and procedures.
  • Ability to supervise, organize, prioritize, and evaluate the work of subordinates.
  • Ability to establish and maintain effective working relationships with the public, Department Heads, governmental officials, employee groups, and others.
  • Ability to conduct long range fiscal budget planning.
  • Accuracy and thoroughness in the analysis and preparation of financial records and reports.
  • Ability to present information clearly and concisely in both oral and written form.
  • Must be able and willing to work extended schedules as needed to carry out the financial management and supervisory functions for a variety of county programs.

DESIRABLE EDUCATION AND EXPERIENCE:

Typically requires 5+ years of managerial, budgeting experience, and graduation from a four-year college or university, preferably supplemented with a Master’ Degree in Business Administration or Public Administration and considerable experience in public finance administration, including some supervisory experience; or an equivalent combination of education and experience.
