Description of Job

Work Unit:
This work unit exists to provide accounting, budgeting, purchasing, accounts payable, accounts receivable, data processing, payroll processing, records management, contracts, compilation of reports, and fiscal policies and procedures. This work unit also exists to ensure the Colorado State Fair is produced and to provide support for year ‘round use of the Colorado State Fair campus.
Position:
This position exists to accurately record expenses, administration of accounts payable, and assist with the box office operations from November through April. Duties include accurate coding of payments, processing payment vouchers, processing purchase orders, W-9s, interagency transactions, expense budgets, appropriations, impress checking account, credit card statements, completing journal vouchers, and coordinating parking for events that require parking.

Duties:
Accounts Payable Transactions:
  • Position is responsible for processing documents for vendor payments reimbursements and travel settlements by due date.
  • Evaluates all transactions and applies procurement rules according to each purchase.
  • Reconcile quantities and dollar amounts on invoices, reimbursements, and settlements, verify invoices against requisitions, purchase orders and receiving reports received from Program managers.
  • Reviews and verifies all payment request for receipt of goods, services, proper approval, and coding.
  • When discrepancies arise, resolve with the appropriate customer (vendor, department director, immediate supervisor etc.) Upon verification for accuracy, enter into CORE using appropriate document.
  • Determines if payment should be expensed for the current period, recorded as a prepaid expense or capitalize as an asset. When determining correct coding guidance is available from the Fiscal Procedure Manual, Fiscal Rules, Generally Accepted Accounting Standards, State Controller's Office, Colorado State Fair Procedures or the Accountant II for interpretation of a rule or procedure.
  • Maintain proper documentation for all transactions.
  • Review all statements and keeps all accounts current on payment.
Assistant Box Office Coordinator:
  • Assist in the operations of the box office at the Colorado State Fair.
  • Build events and maps in the ticketing system.
  • Sell tickets.
  • Assist with the reconciliation of funds to daily ticket sales reports.
  • Assist in the preparation of deposits, coding of deposits and the recording of the deposit in an Excel spreadsheet.
  • Assist in maintaining other box office accounting records and assist in revenue reconciliation for each event.
  • Assist in the training of part time and temporary Ticket Sellers.
  • Resolve problems with promoters and complaints from customers.

Imprest Account W-9’s, Journal Entries, Reconcile Prepaids, Prepaid Travels and Accounts Payable:
  • Maintain the Colorado State Fair imprest checking account.
  • Write checks when warranted, fol1owing Accounting Procedures.
  • Request for checks, will have proper documentation, coding and approval before check is written and signed by the General Manager.
  • Maintain vendor records.
  • Communicate with program managers, vendors, contractors, personal service contracts to obtain a completed W-9.\
  • Maintain current and accurate Employee Identification Number (EIN) or Social Security Number (SSN) for each customer.
  • Enter all EIN or SSN additions or updates into accounting system.
  • Communicate with the State Controller's Office for changes needing their assistance.
  • Prepare journal entries for any coding corrections·
  • Prepare year-end accounts payable accruals to ensure proper recording of expenses in the appropriate fiscal year.
  • Reconcile balance sheet accounts (accounts payable, prepaids, prepaid travel etc.) monthly.
Management of Credit Card Disbursements:
  • Reviews Credit Card statements submitted by Department Managers for correct documentation and coding.
  • Uploads documentation to Department of Agriculture.
  • Reviews purchases for violations of Fiscal Rules.
Parking Ticket Sales:
  • Responsible for coordinating the parkers for the off-season events that requires paid parking.
  • Request parking tickets and a change fund from the Accounts Receivable Technician.
  • Issue tickets and a change fund to the parkers.
  • Balance funds collected to tickets returned by the parkers. Information will be entered on an Excel worksheet and submitted to the Accounts Receivable Technician to be deposited.
Colorado State Fair Attendance and Other Duties as Assigned:
  • Maintain accurate counts of attendance during the State Fair.
  • Coordinate daily with all programs to obtain counts to maintain an accurate attendance report for the State Fair.
  • Assist in the management ATM's for all events.
  • Request funds to stock ATM's.
  • Redeposit excess funds the first business day after the completion of the event.
  • Oversee the maintenance of the ATM's.
  • Maintain the operation of all credit card machines on grounds.
  • Verifies daily deposit that is compiled by the Accounts Receivable Technician.
  • Provide accounting support to the Accountant Supervisor and Accounting Staff.
  • Develop and maintain desk procedure manual.
  • Provide support with compliance of accounting policies regarding proper handling of all monies received and disbursed at the Fair including vault security, etc.
  • Promotes teamwork within the accounting unit.

Salary Range:
$22.39 - $26.87 Hourly
$46,572.00 - $55,884.00 Annually

Minimum Requirements:
Proven Experience, Knowledge, Skills:
  • Three (3) years of full-time professional experience in accounting.
OR
Education:
  • Bachelor's degree from an accredited college or university in accounting, bookkeeping or technical accounting. Education will substitute experience on a year-to-year basis.
Preferred Qualifications:
  • Relevant years of state service;
  • Work experience with the State of Colorado accounting system (CORE)
Conditions of Employment:
  • Circumstances may require position to work outside of regular business hours.
  • Requires successful completion of a CBI criminal history search.
  • Requires shift work as needed and ability to be on call during events in case of fairground ATM machine issues.
