Purpose of Classification:
  • The purpose of this classification is to assist the Clerk of Superior Court with the management of daily operations of the office, manage an assigned division or divisions, and perform the duties associated with the position of Clerk of Court in the Clerk's absence or as requested.
Essential Functions:
  • The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Supervises, directs, and evaluates assigned staff; makes hiring and termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; coordinates training and development programs for assigned staff; and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules case assignments and work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; and consults with assigned staff to assist with complex/problem situations and provide technical expertise.
  • Assists Clerk with daily operations of court; identifies issues and develops solutions to problems impacting Clerk’s office; coordinates with supervisors to resolve issues/problems in each division; prepares agenda for supervisor meetings; and oversees efficiency of daily operations.
  • Assists in the development, implementation, and interpretation of policies and procedures related to the daily operation of the Clerk’s office; evaluates office production, revises procedures, or creates new forms in response to changing laws or newly enacted legislation and to improve efficiency of workflow and outreach in the community; and recommends changes to improve efficiency and effectiveness.
  • Recommends, develops, implements, and interprets policies and procedures for assigned work unit or division; implements changes due to amendments/modifications in the law or court policy; works with other agencies to develop interdepartmental policies and procedures; and ensures compliance by division staff.
  • Serves as an advisor to court officials and department heads on matters involving court operations, program evaluation, and administration of court services; advises the public, attorneys, and court staff of departmental guidelines and serves as a liaison to other agencies; responds to media and public inquiries and concerns; and manages Open Records Act requests.
  • Develops, implements, and monitors special court programs; receives and reviews court referrals to programs; oversees, assigns, and/or performs case management duties; provides statistical information, reports, and dispositions as required; and prepares and maintains program specific files, documentation, and correspondence.
  • Prepares, administers, and monitors assigned area budget; monitors expenditures to ensure assigned area remains within the approved budget; and may draft, review, process, and/or sign bonds.
  • Serves as liaison for Criminal Justice Information System (CJIS); participates in the implementation of automated systems within assigned division; adapts software; creates or updates existing documentation; performs adequate testing; establishes operating procedures; ensures placement and functionality of appropriate security system; and establishes training in system use and functionality.
  • Manages and evaluates technology needs; conducts technological needs assessments to determine current and future requirements; investigates solutions to address technology/system issues; manages and maintains court website according to division assignment.

Minimum Qualifications:
  • Bachelor’s Degree in Business or Public Administration, Criminal Justice, or a related field required; five years of experience coordinating court programs and services, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Specific License or Certification Required: Must possess and maintain affirmation as a sworn Deputy Clerk of the Court and Notary Public Certification; and according to area of assignment, may be required to possess and maintain a valid Georgia driver’s license.
  • Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.

Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
ADA Compliance:
  • Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors, sounds and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
