Position Summary:
Reporting to the President & Chief Executive Officer, the Chief Development Officer (CDO) is responsible for developing and implementing all aspects of the organization’s annual fundraising plan, leading strong donor relations including cultivation opportunities, engagement initiatives, and stewardship as well as the identification, research, cultivation and solicitation of major gifts efforts ($50k and up) and planned gifts. In addition to development efforts, this position will oversee the community engagement and outreach efforts related to external facing strategic initiatives teams, enhance partnerships, improve organizational visibility for increase participant enrollment, and external funding streams (private and discretionary). The CDO will lead a team in charge of building strategic relationships, conducting a variety of outreach activities, and the recruitment of participants for OBT programs.

Development/Fundraising
- Provide leadership and direction to the President & Chief Executive Officer, board and resource development team in the effective execution of all development activities including
- Campaign operational strategy, management and processes, including timelines, objectives and metrics
- Provide staff support to board, special projects, and campaign committees as assigned
- Demonstrate a passion for the importance and urgency of furthering OBT’s mission
- Oversee the development, implementation and monitoring of OBT’s annual operating budget, as well as campaign budgets, goals and timelines
- Manage a portfolio of donors and prospects that requires a systematic approach of personal visits and outreach
- Develop, edit and/or review written proposals, letters and other communications for individuals, corporations, foundations and grantors
- Provide consistent follow-up after meetings, events and other activities to secure commitments or move relationships forward
- Identify, recruit and train board members and other volunteers to participate in solicitations and other resource development activities
- Maintain donor and financial records in accordance with general accounting and fundraising standards
- Increase visibility of OBT’s development activities, maintain good public relations and ensure design and development of marketing activities
- Attend all board meetings and other meetings as requested by the President & CEO
Policy & Community Engagement
- Lead the team in charge of building strategic relationships, conducting a variety of outreach activities, and the recruitment program participants.
- Strengthens the relationship between OBT and the community
- Create and implement our outreach plan
- Develop partnerships with schools, universities, social groups and community organizations, in particular those that provide social opportunities to young adults
- Ensures that the team collaborates with the Program team to be active in the community, promote and maintain key partnerships and referral sources in the community by
- actively participating in community groups
- presenting at community events to engage and solicit participants for our Programs
- maintaining relationships with both in-network and key non-network health care providers
- supporting other OBT staff in networking in the community
- Oversees OBT’s ability to influence public policy by developing strategies to interact with local, state, and federal legislative bodies and government agencies to represent, communicate, and protect the OBT’s interests.
- Provide direction of the team to manage, build, and enrich relationships with federal, state, and local officials and their staff to lead OBT’s advocacy efforts in support of the team’s ability to:
o Ensure that elected officials are up to date on OBT’s program and services
o In partnership with OBT’s CEO, craft discretionary funding requests for city and state legislatures to enhance OBT’s services
- Develop and implement strategies for lobbying including coordinating meetings and preparing OBT literature and informative materials
- Ensure OBT’s voice is heard in local legislation related to youth education, workforce development, labor, immigrant’s rights, adult literacy, and economic development
- Compose and deliver testimony as appropriate
- Engage directly with elected officials and their staff to discuss public policy issues and legislation and provide guidance and mentorship to staff advocacy efforts.
- Stay abreast and update CEO with summaries of workforce development, labor market and youth development modifications that impact OBT’s mission, programs, advocacy, and strategy

Education and Experience/Training:
· A Bachelor's degree - A Master's degree is preferred.
· Preferred: Advanced degree in marketing or business development.
· A minimum of five years of strategic development, fundraising experience, preferably in workforce development, with demonstrated track record to successfully solicit five and six figure gifts.
· Outstanding written and verbal communication skills with prior experience in creating and delivering public presentations.
· Problem-solving skills in order to identify problems, evaluate options and execute solutions.
· Time management skills to manage the timeline of the strategic initiatives.
· Experience working with board members and internal leadership in the identification, cultivation, and solicitation of prospects.
· Previous experience managing programs for federal and/or state initiatives.
· High energy, maturity, and leadership with the ability to serve as a unifying force to position communications discussions at both the strategic and tactical levels.
· Highly collaborative working style with all constituent groups, including staff, board members, donors, program participants, and other supporters.
· Strong commitment to the agency’s mission, purpose, and values.
· Ability to travel 25% of the time.
