Minimum Starting Salary : $5,744 Monthly
**Dependent on the number of qualifying applicants for these positions, the hiring unit will consider offering a Recruitment Bonus to the successful applicant up to $10,000. Moving Expenses up to $5,000 will also be considered, if applicable**
Summary of Work
The Child and Family Services Division provides or accesses a wide range of services for children in need of services or protection, and their families. Under supervision of the Zone Director, this position (51-5989) is responsible for program oversight and administration, management and supervision of supervisory and line staff, service delivery, agency representation, and daily operations of the Zone’s Child and Family Services units. These units include Child Protective Services, In-Home Services, Parent Aide Services, and Foster Care Services. The purpose of this position is to provide oversight and management to the Ward County Human Service Zone's (WCHSZ) Child and Family Services Division which consists of three Child Welfare units: Child Protective Services (CPS), In-Home (IH) Services including Parent Aides (PAs), and Foster Care (FC) Services. Oversight and management include but are not limited to ensuring compliance with applicable federal, state, and local policies, and the North Dakota Safety Framework Practice Model (SFPM). Oversight and management also include ensuring equitable, consistent, efficient, and effective service delivery to constituents. This position directly supports the Director with Zone operations, and consistently promotes working with excellence.
- Administration and oversight of the WCHSZ's three Child Protective Services Units: Child Protective Services (CPS), In-Home (IH) Services including Parent Aides (PAs), and Foster Care (FC) Services.
- Ensure agency fidelity to the North Dakota Safety Framework Practice Model.
- Plan and coordinate a structure for service delivery that is equitable, effective, efficient, consistent, and comprehensive.
- Develop and implement internal quality assurance activities.
- Identify supervisory and staff training needs; facilitate in-house training; support and monitor completions of state training requirements for supervisors and staff.
- Provide direct supervision and consultation to the WCHSZ Child Welfare Supervisors administering Child Protective Services, In-Home Services, and Foster Care Services.
- Provide indirect supervision and consultation to all staff within the Child and Family Services Division.
- Maintain working knowledge of laws, rules, policies, procedures, and other regulations.
- Assist all Child and Family Services Unit Supervisors with identifying and addressing training, performance, and disciplinary concerns according to policy.
- Evaluate performance of Supervisors; in consultation with the Director, address performance issues; implement coaching and/or corrective actions according to policy.
- Provide operational support in the absence of Child Welfare Supervisors to facilitate service delivery and ensure staff needs are met.
- Provide supervision to On-Call Supervisors and staff as necessary (rotation with Director).
- Prepare and maintain accurate program, personnel, and operating reports as required; share information with stakeholders upon request.
- Provide Child and Family Services program and WCHSZ representation to the community, committees, boards, associations, other agencies, and the general public.
- Participate in and provide training, education, outreach, advocacy, and consultation to staff, stakeholders, and other members of the community.
- Assess and address client and/or community complaints according to policy. Identify and implement correction plans as required.
- Comply with WCHSZ expectations and local policies

Minimum Qualifications
Requirements include:
- Bachelor's Degree in Social Work, Psychology, Sociology, Human Services, Human Resource Management (human service track) or Criminal Justice.
- Five years of professional child welfare work experience
- Three years of supervisory experience
A high degree of interpersonal skill is required to be able to communicate with, motivate and/or change behavior of others in the satisfactory performance of dutie and responsibilities. Must have demonstrated proficiency in date and trends analysis and computer use. Must have excellent oral and written communication skills. Must have a valid driver's license and pass a criminal background check.
