The Clinical Utilization Supervisor will supervise the Clinical Utilization staff and provide clinical program review, direction and consultation and monitor continuous quality assurance and delivery services provided to children/families to ensure that these services are timely, appropriate and effective through use of the Clinical Utilization Team. The Clinical Utilization Supervisor will also supervise the Lead Specialist and provide oversight of permanency cases that are temporarily assigned to the Lead Permanency Specialist.

Essential Functions

Provides leadership and supervision of the Clinical Utilization team and Lead Permanency Specialists.
Reviews placement to ensure the child is in the most appropriate/least restrictive level of care based on MH needs.
Ensures staffings/meetings are scheduled as needed to support placement stability and provide wrap around services.
Provide oversight and guidance on staffings with youth with higher level of care or special needs
Schedules and facilitates requested placement stability staffing's involving all parties involved in the care of the child (foster parent, case management team etc.)
Liaisons with Community Mental Health Centers and SFCS staff.
Ensures quality services are in place for children and families.
Works closely with the Permanency Directors and Permanency teams.
Provides case direction and staffings on permanency cases assigned to Lead Specialists and maintains ongoing communication with the Permanency Directors on those cases.
Participate in meetings with Placement Team and Connections Specialists on youth placed out of state to evaluate progress and possible placement/return to in-state placements.
Participates in scheduling, employee evaluations, and performance improvement.
Resolves staff conflicts to ensure a good working environment.
Provides supervision and direction to direct reports and to program processes.
Provides leadership for staff and feedback on performance.
Meets regularly with assigned team staff to provide case consultation and feedback on performance.
Monitors overall client satisfaction of program and advises Director of the findings.
Reports critical incidents to DFPS verbally within 12 hours, written within 24 hours.
Implements Saint Francis policies and follows directives as required. Follows and adheres to all pertinent Saint Francis Standard Operating Procedures (SOP's), rules, personnel policies and procedures; related accreditation and licensure standards; and federal, state and local rules, statutes, regulations, and contractual terms.
Reports unusual incidents through appropriate Risk Management, clinical and safety channels.
Ensures clients' rights are protected.

Is knowledgeable of and follows all safety procedure

Requirements:

MINIMUM EDUCATION & LICENSURE/CERTIFICATION REQUIREMENTS

Bachelor's Degree in Social Work or related degree from an accredited college or university
Prefer Master's degree in Social Work or related degree from an accredited college or university

MINIMUM EXPERIENCE & REQUIREMENTS

Must be 21 years of age
Must pass a drug screen, MVR, Criminal History and DFPS History Check, Centralized Background Check Unit Texas Health and Human Services Eligibility and any background checks deemed to be necessary.
FBI Fingerprint Check
Lifting requirements 50 lbs.
Must have a valid driver's license, acceptable driving and reliable transportation.
