About the Opportunity
The Federal Reserve Bank of Richmond’s Supervision, Regulation and Credit Department has an exciting opportunity to join the Community and Regional Safety & Soundness (CRSS) supervision team as a CRSS examiner. CRSS examiners evaluate the financial condition and compliance with laws and regulations of state member banks and bank holding companies up to $10 billion in assets. The Associate Examiner will leverage and develop strong analytical, critical thinking, communication, and leadership skills to effectively fulfill their duties. Analytical analysis includes, but is not limited to, assessing the adequacy of capital and liquidity positions, earnings performance, asset quality metrics, and exposure to interest rate risk. Critical thinking is needed to appropriately assess the effectiveness of controls and risk management practices at the organization while synthesizing the assessment of risk management and financial analysis into an overall evaluation of the bank’s condition. An Associate Examiner will demonstrate and develop leadership skills by leading reviews of key risk areas, training peers, and ultimately leading a team of peers in completing a full examination of a financial institution. Strong written and verbal communication skills will be required to work effectively with peers as well as handling critical and sensitive interactions with bank management, directors, and employees. If selected for the role, you will be enrolled in a comprehensive training program designed to support your development of required technical and soft skills and report to a Senior Manager.
What You Will Do:
- Attend/complete all required training (passing grade) and achieve and maintain consistent, incremental progress with Examiner Commissioning Program
- Communicate examination findings and ratings to supervised institutions and CRSS management
- Satisfactorily complete assignments within established timeframes with decreasing assistance
- At the Associate Examiner – Senior level:
- May assist or lead bank examination, displaying proficiency in one or several areas of operational risk, credit risk, financial risk, regulatory compliance, information technology or fiduciary risk
- Deliver concise and well-written supervisory documents and communicates findings to stakeholders
- May plan, scope, and lead full-scope and targeted examinations of financial institutions
- Contribute to preparation of supervisory products such as risk assessments, supervisory plans, report of examinations, or similar products with senior staff
- Provide meaningful and timely feedback to staff regarding performance on supervisory events
- Contribute to System and Department workgroups
- Ability to travel up to 20% based on geographical location, with flexibility for work/life balance.
Qualifications:
- Bachelor’s degree, with preferred emphasis in Finance, Economics, Business, Accounting or related field
- Minimum 2 years bank regulatory or equivalent industry experience is preferred
- Willingness to complete commissioning is required

- Under conflicts of interest guidelines administered by the Board of Governors of the Federal Reserve System, examining personnel may not participate on an examination of a financial institution or affiliate if the examiner was employed by the financial institution or affiliate within the past 12 months.

www.richmondfed.org(relevant sections are 5.3 and Appendix B, Parts I, II and III).
- FRB ethics rules generally prohibit employees and their immediate families from owning investments in banks, savings associations or their holding companies (Section 5.3). Additionally, employees engaged in Supervision and Regulation may be subject to borrowing and deposit restrictions. These employees may need to recuse themselves from certain supervisory work based on:
- Their borrowing relationships (Appendix B Parts I.1, II.1 and II.2)
- If a financial institution employs a member of the employee’s immediate family (i.e. spouse, child, parent, or sibling) (Appendix B Part I.3 and Part II.3)
- If the individual was employed by the financial institution or affiliate within the past 12 months (Appendix B Part I.3 and II.3).
- In certain cases, the recusal may be so extensive it could materially reduce the effectiveness of the prospective employee.
- Selected candidate is subject to special background check procedures.
- Title and salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications/experience. For a Charlotte, NC or Richmond, VA based hire:
- The Associate Examiner – Intermediate hiring range is $63,200 - $79,000, annually.
- The Associate Examiner – Senior hiring range is $69,500 - $86,900, annually.
