Oversees and leads daily activities of a program, activity, service or special event. In the following program areas: Youth Cultural and Educational Enrichment; Youth Sports and Recreation; Community Sports; Seniors and Therapeutic Recreation. Organizes and implements program elements and oversees participants. Oversees and coordinates the work of staff.



REPRESENTATIVE DUTIES:



(Note: Duties may vary depending on assignment)

Coordinates and oversees daily program activities and services.

Coordinates the general utilization and maintenance of assigned facilities.

Tracks participation and customer satisfaction with services provided.

Maintains records of activities and participation and prepares related reports.

Assists with the development and implementation of policies, procedures and fees for programs, activities, services and facilities.

Assists in selecting, evaluating, monitoring and overseeing the work of staff. Coordinates and assists in the training of staff. Identifies and makes recommendations regarding training needs and resources.

Ensures that assigned facilities are in compliance with Federal and State health, safety and occupational standards and/or departmental policies and procedures.

Establishes and maintains close working relationships with the public, community groups and the general public.

Keeps records of work performed and hours worked of staff; maintains equipment and supplies.

Responds to questions, complaints and emergency situations; takes appropriate course of action; notifies supervisor, as necessary.

Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.

Establishes schedules and methods for providing community center services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

Participates and administers program budget; provides written input into the budget process including staffing and cost estimates; monitors expenditures, as assigned.

Administers basic first aid.

Performs other related duties, as assigned.



REQUIREMENTS:


Knowledge of:

Principles and practices of general community service programs.
Modern office practices, methods and computer equipment.
Facility and program operations.
Activity and events planning.
Applicable federal, state and local laws and regulations.
Principles of staff training and supervision.
First aid methods and safety precautions used in community service/recreation programs.
Effective customer service techniques.
Principles of budget administration.

Ability to:

Assess the effectiveness of daily program activities and operations.
Organize and implement small to medium scale events.
Lead, train, schedule and coordinate the work activities of staff.
Learn, understand and apply applicable policies and procedures.
Provide basic first aid.
Prepare and maintain basic records.
Provide effective customer service.
Establish and maintain effective and cooperative working relationships with City employees and the public.

Skill in:

Dealing with program participants in a constructive and supportive manner.
Communicating program needs effectively.
Working cooperatively with others.

Education, Training and Experience:

High school graduation or equivalent. Two years of recent, paid work experience planning, coordinating and implementing community service and/or recreational programs.

Graduation from an accredited college or university with an Associate of Arts degree or 60 semester units or the equivalent of college level course work in Community Services Recreation, Physical Education or a related is desirable.

Depending on job assignment, the two years of recent, paid work experience must be in the area of speciality, i.e.; Youth and Cultural Educational Enrichment; Youth Sports and Recreation; Community Sports; Senior and Therapeutic Recreation.

Bilingual skills may be required, depending upon assignment.

Licenses and Certificates:

Possession of, or ability to obtain and maintain a valid class C driver license. First aid and CPR card must be obtained within six months of hire.

WORKING CONDITIONS:

Work is typically performed at indoor and outdoor program sites in seasonal weather conditions. Work may require exposure to playground noise, dust and dirt. Must be available to attend meetings, program events and activities. May be required to work a varied schedule including days, evenings, weekends and holidays. May be required to wear a uniform. Physical demands may include bending, kneeling, squatting, sitting, running, standing, climbing and lifting up to 15 lbs.
