Summary

Responsible for the supervision and coordination of water field service crews in the advanced metering infrastructure of the public water system, which includes meter installation, software programming, inspection and diagnosis of software and infrastructure, and routine maintenance.

Essential Functions

  • Assist the water senior foreman in work matters to ensure safe, efficient and accurate installation, maintenance, and repair of the public water system;
  • Provide daily supervision and technical assistance to water field service crews which includes meter installation, software programming, inspection and diagnosis of software and infrastructure, and routine maintenance;
  • Inspect materials, products, and equipment needs for multiple projects;
  • Assist in employee selection, performance evaluation, and disciplinary activities;
  • Trains and reviews the work of employees including providing feedback, and counseling;
  • Coordinate the work activities to expedite maintenance and repair related to scheduled and emergency situations;
  • Operate wireless work order system for the efficient completion of water field activities;
  • Retrieves utility metering data to verify service status and resolve billing concerns;
  • Educates customers and personnel on water quality, high bill, and advanced metering infrastructure;
  • Diagnoses any potential cross connection or backflow that would adversely affect the water quality;
  • Acts a primary contact for all metering and billing issues reported by City of Lubbock Utilities billing office, water dispatch, and customers concerning advanced metering hardware and software;
  • Flushes fire hydrants to maintain water quality as needed;
  • Performs water sampling for customers utilizing specialized equipment for water quality;
  • Provide on-call supervision throughout the year and respond to emergencies during and after business hours;
  • Perform related duties as directed.

Qualifications

Completion of a high school diploma or the equivalent with an additional three years of experience in public works; or any combination of relevant education and experience.

Physical exam required
Valid current Commercial Driver's License

If no previous experience, a Class C water distribution license issued by the Texas Commission on Environmental Quality (TCEQ) must be obtained within 12 months of eligibility. If existing experience, at the direction of the supervisor, either a Class C water distribution license or Class D water distribution license will be required within 12 months after eligibility. Eligibility is defined as the completion of TCEQ required classes necessary to test.

Knowledge and Abilities

Knowledge of:

  • Methods and procedures applicable to plumbing, public works, and/or water and wastewater systems;
  • Proper safety practices;
  • Local and state laws and regulations governing public water systems;
  • Standards for maintaining, repairing, and testing a variety of meters used in residential, commercial, and industrial settings;
  • Interacting with computers, mobile devices, or other hardware;
  • Principles and processes for providing customer service;
  • Review, and prioritize work orders and customer concerns;
  • Locate, sort, and verify accuracy of data and work orders;
  • Proficient in Microsoft Word and Excel
Ability to:
  • Supervise and lead personnel;
  • Communicate effectively with personnel and customers;
  • Follow oral and written instructions;
  • Operate a digital interface via a computer to troubleshoot, analyze, interpret and report data;
  • Read and understand maps and blueprints;
  • Make decisions in accordance with laws, regulations and policies;
  • Use hand tools necessary for the installation or maintenance of advanced meter infrastructure;
  • Obtain required licenses and certifications within the required timeframe;
  • Ability to work in all types of weather conditions daily.

  • Frequently walk and stand during the shift;
  • Frequently climb stairs, ladders, and other inclined surfaces;
  • Frequently bend and kneel during the shift;
  • Frequently lift and carry up to 75 pounds;
  • Occasionally lift and carry up to 100 pounds;
  • Frequently flex upper trunk forward at the waist and at the knees;
  • Frequently rotate upper trunk to the left or right while kneeling, sitting or standing;
  • Frequently push and pull objects and place arms above, at, and below shoulder height;
  • Coordinate eye, hand, and foot movement in order to operate a vehicle;
  • Work is subject to exposure to frequent travel, extreme weather condition
