Contractor Quality Control System Manager
MAJOR FUNCTION
The CQCSM’s primary function is to coordinate with the immediate team to ensure tasks are submitted on time and adequately following the major duties as listed below. The CQCSM will report to the technical director or project manager on site.
SPECIFIC RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
· Ensuring conformance with project plans and specifications thru the implementation and enforcement of the approved Quality Control Plan
· Assist in preparing the Contractor QC Plan addendums and other work plans, as necessary
· Performing on-site QC inspections of materials, equipment, and work to verify compliance with approved work plans, contracts, plans and specifications, and permits and other regulatory requirements through the implementation of the USACE 3-Phase Inspection Process
· Ability to implement Stop-Work authority to immediately implement changes to correct deficiencies discovered as a result of above inspections or surveillances
· Tracking of deficiencies and tracking/coordination of necessary corrective actions throughout the course of the project
· Review, approval and tracking of all submittals and transmittals in the Resident Management System (RMS) software
· Developing daily/weekly QC reports, with all necessary supporting documentation
· Record keeping for all site quality-related documents including submittals, transmittals, testing forms, inspection checklists, reports, field sampling checklists and data submissions, etc.
· Participate in project meetings, including client meetings with USACE and other stakeholders, weekly schedule meetings, and weekly subcontractor meetings.
· Ability to interface with US Army Corps of Engineers quality assurance and technical engineering branch personnel on project specific items
· Work with superintendent and subcontractors in preparing technical submittals
· Support project close-out and post-remedial action reporting efforts
· Other ad-hoc quality support tasks, as required by the project or assigned by the Project Manager/Management
· The CQCSM is responsible for observing the construction of critical design features, ensuring work is conducted in compliance with the Contract Documents and attending preconstruction and progress meetings (in person or conference call).
The CQC System Manager has the following responsibilities and authority to include, but not be limited to:
1. Prepare reports on inspections.
2. Inspect specific construction elements and materials for conformance with the specifications.
3. Perform field testing and monitoring CQC procedures.
4. Review manufacturer material certifications and Inspect delivered materials.
5. Ensure that control testing is performed in accordance with the specifications, drawings, and project plans.
6. Certify the appropriate aspects of CQC activities.
7. Perform QC checks and inspection activities for DFOWs.
8. Review the RA Construction Completion Report.
Job Requirements/Qualifications
· Bachelor's degree in engineering, architecture, or construction management.
· Must be a licensed Professional Engineer.
· Minimum of 5 years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on large scale USACE or DOD construction contracts, which included the heavy civil & cutoff wall construction.
· 30 Hours OSHA certificate
· 40-hr HAZWOPER training with uninterrupted 8-hr Refresher course records, and Supervisory Training.
· Current USACE Construction Quality Management (CQM) for Contractors training is mandatory.
· Experience using of US Army Corps of Engineers RMS contract administration software.
· Preferred Experience managing federal projects for clients such as U.S. Army Corps of Engineers and other state agencies.
· Skill in the use of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.), AutoCAD & Primavera
· Ability to pass a Federal background check, pre-employment drug & alcohol screening, and any other screening required to perform the essential functions of the job.
PHYSICAL DEMANDS:
- Ability to communicate orally and in writing with vendors, management, and other coworkers, both individually and in front of a group
- Must be capable of lifting up to 50 lbs.
- Regular use of the telephone and email for communication is essential
- Sitting for extended periods of time is common
- Hearing, vision, and speaking within normal ranges is essential for normal conversations, to receive ordinary information, and to prepare or inspect documents
- Good manual dexterity for the use of tools and machinery
- Good reasoning ability is important, must be able to understand and utilize management reports, memos, and other documents to conduct business
- Primarily site position. . Travel to offices and projects in various locations around the country as needed. The following physical activities are often, but not always, associated with site visits:
- Must be able to stand or walk on a project site for extended durations
- When on project sites or if performing some types of work or activities, must wear all required Personal Protective Equipment (PPE) including, but not limited to: earplugs, protective eyewear, gloves, hard hat, steel-toed work boots, and high visibility safety apparel.
