Summary

SecuriGence is seeking an experienced Corporate Program Manager to support the Quality Management, Service Delivery, and overall performance of the Programs within the PMO. Responsibilities
The ideal candidate will have the proven ability to strategize and implement high-level program initiatives. Will have strong talent for project coordination and delegation and are motivated by the desire to optimize productivity and success from inception to completion. - Manage a diverse portfolio of information technology programs.
- Develop and manage a PMO site to track and provide oversight for all programs within the SecuriGence portfolio
- Manage employee communication for HQ initiatives.
- Ensure programmatic success, maintain customer engagement.
- Ensure employee satisfaction goals are being met.
- Provide leadership training/mentorship/coaching.
- Conduct organizational management assessments and determine optimum organizational structure.
- Monitor leadership and ensure adherence to regulations and culture.
- Lead/Orchestrate program transitions of contracts (transition-in/out).
- Act as Program Manager on programs that do not have a PM (smaller contracts or subcontracts).
- Manage contract P&L.
- Determine employee salary with respect to P&L and operational needs.
- Explain operational requirements and impacts to P&L.
- Institute or manage purchases/purchase process.
- Conduct timesheet approval.
- Participate in financial employee recognition process (bonus determination).
- Discipline/terminate decision with subcontractors.
- Establish working relationships with subcontractor leadership.
- Serve as escalation point for subcontractor issues.
- Manage workshare agreements.
- Manage processes that ensure subcontractor actions are complete.
- Participate in subcontract negotiations.
- Orchestrate subcontract negotiations between contracts, finance, subcontract leadership.
- Generate/Approve Purchase Request Forms in Costpoint.
- Upon any vacancies work with recruiting team to fill the vacancy.
- Coordinate recruiter priorities across programs/contracts.
- Determine when/if to bring in third party recruiters/hiring firms.
- Develop position descriptions or candidate request forms.
- Conduct interviews.
- Assess candidates' capabilities and fit.
- Negotiate salaries and benefits.
- Participate/Initiate/Approve performance reviews.
- Develop deliverables if required.
- Attend/Conduct Progress Reviews.
Skills and Experience
- Minimum of 5 years of Program Management experience, particularly in managing government contracts.
- 10 years Project Management experience
- Experience in increasing responsible IT leadership role with direct experience managing multi-personnel projects.
- Demonstrated communication effectiveness, and good project management discipline.
Qualifications
- Bachelor's degree in computer science, information technology or similar. Can be substituted for Associate's degree with 2+ years of relevant experience or 4 years relevant experience.
