SPA has an immediate need for a Cost Estimator. This position will be a remote position; however, candidates must reside in the Eastern Standard Time Zone.
The duties associated with this role include but are not limited to the following:
- Develop early lifecycle cost estimates for small to large/complex C4ISR Programs;
- Conduct QA on internal and external NATO documents to include estimate of future spending;
- Cost estimation and financial process creation and QA;
- Monitor and report on spend rates for material projects and programs;
- Calculate and analyze cost variance for material projects and programs;
- Prepare quarterly financial reports for Program Directors for inclusion in management dashboard reports;
- Develop and maintain reporting process for ACT CD;
- Incorporate governance's reporting requirements into management reporting processes;
- Ensure quality of reporting aligns with reporting requirements;
- Facilitate management reporting towards governance through CMF framework;
- Report portfolio status to boards - timely and accurate information focused on decision making;
- Develop and maintain a single comprehensive picture of the portfolio (portfolio management dashboard, balanced scorecard);
- Provide a single source of truth for reporting - single report/data feed - consolidated/aggregated reports to different audiences;
- Develop and assess information management processes;
- Hold master copies of all portfolio information (custodians of the information repository);
- Establish and administer portfolio baselines;
- Control the issue of portfolio products and deliverables;
- Establish and maintain the index to an electronic library of portfolio information;
- Manage archives of portfolio documentation;
- Support mentoring on CD processes and tools;
- Ensure CD training aligns with processes and tools used;
- Provide tailoring coaching, advice, and guidance;
- Provide program or project remedial action plan support (help programs/projects in trouble with reviews and analysis);
- Promote good PPM within the organization;
- Advise Capability Directors (CD)/Capability Monitors (CM) and management boards of appropriate frameworks/governance models.
Required Qualifications:
- NATO or National Secret clearance with the appropriate national authority for the duration of the contract
- Bachelor's Degree in Accounting, Finance, Project Management, or another equivalent or closely related discipline
- Minimum 10 years of cost estimating or cost analysis experience
- Excellent communication skills with the ability to communicate effectively, orally and in writing, using tact and diplomacy
- Demonstrated proficiency in English as defined in STANAG 6001 (3333) or demonstrate native English speaking background
- Demonstrated working level knowledge with MS Office Suite (Outlook, Project, Word, Excel, Powerpoint, and SharePoint)
- Demonstrated ability to travel to any NATO entity within the 30 Nations (valid passport with no travel restrictions to NATO nations)
Desired Qualifications:
- 5 years of experience in Project Management using PRINCE2 or PMI methodology
- 3 years of experience in providing Quality Assurance for programs/projects
- 3 years of experience in providing Risk Management for programs/projects
- 3 years of experience in collecting and processing lessons learned
- Knowledge of NATO at program level within capability package process
- Knowledge of NATO's cost and schedule baseline software, CIRIS
- Knowledge of Program Management and Program Management Office
- Knowledge of NATO or National Government acquisition policy and procurement procedures
- Prior experience working in an international environment comprising both military and civilian elements
- Knowledge of NATO responsibilties and organization, including NCI Agency, NSPA, and ACO
- Good briefing and presentation skills
