GENERAL DESCRIPTION
Under direction, to work in the operation and maintenance of administrative and program functions including vital statistics, refugee health, dental, immunizations, and other areas in support of the Abilene-Taylor County Public Health District (ATCPHD). The position involves high volume public contact; entering and interpreting data and documents, and complying with ATCPHD standards to communicate and interpret ATCPHD divisional, departmental, and City policies. Performs a variety of clerical, secretarial, administrative, and bookkeeping duties in support of accounts receivable and third-party billing; to process complex and technical documents; to maintain complex and detailed records; to maintain office administrative records; to follow appropriate medical coding procedures; to follow billing guidelines for Medicaid, Medicare, and Managed Care Organizations; to follow Lawson invoicing guidelines.
SUPERVISION EXERCISED
This position exercises no supervision.
IMPORTANT AND ESSENTIAL DUTIES
Furnish the general public with information concerning all programs within the ATCPHD.
Route calls to internal and external lines as necessary.
Receive incoming patients/clients at the front reception desk and direct them to their desired service or program. Instruct them on completing necessary paperwork.
Process birth and death certificate requests according to vital statistics state law requirements.
Prepares and submits medical claims to third party payers such as Medicaid, Medicare, Managed Care Organizations, Commercial Client insurance, and assists with recordkeeping services relating to state funded programs.
Prepares forms necessary to verify services invoiced by providers and initiates the payment process for those invoices. Prepares and generates invoices using the City of Abilene accounting system.
Facilitates interdepartmental billing for other City of Abilene departments that utilize ATCPHD services.
Utilizing an electronic payment system; handle money, run credit cards, make appropriate cash change and write receipts; complete daily cash report to account for monies received and distributed.
Check, verify, and distribute documents, applications, and reports.
Operate and care for a variety of equipment, including systems using computers, copy machines, printers, fax machines, scanners, telephones, televisions, monitors and other assigned ancillary machines.
Assist other worksite locations by being flexible in work schedules as needed.
Assist customers in identifying community resources and link people to needed health services.
Operate a city vehicle weekly to travel to other clinic sites such as the MERCY Health Care Center and PODs.
Customer Service Representative III – In addition to the duties above:
Complete the monthly voter registrar report for distribution to county registrars.
Complete amendment changes to database.
Track issued death and filed birth records. Report death and birth information to the state.
Provide functional guidance for other Customer Service Representative positions in the absence of the City Registrar.
Maintain approved stock of required forms for front desk services.
OTHER JOB RELATED DUTIES
Perform other job related duties and responsibilities as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
Departmental rules, regulations, procedures, functions, office recordkeeping, and reporting procedures.
Public Health functions, processes and requirements.
Vital statistics state laws and guidelines.
Medical Terminology.
Third-Party Payer billing.
Current Procedural Terminology (CPT) and ICD-10 code sets.
Customer Service Representative III – In addition to the above:
Proficient knowledge of the Kofile electronic records system to be able to use independently.
Functions as the subject matter expert on state laws and guidelines pertaining to birth and death records for the benefit of the Customer Service Representative I and II.

Skill to:
Research and resolve billing issues using various online resources.
Type and enter data with the speed and accuracy necessary for successful job performance.
Provide exemplary customer service to internal and external customers in all circumstances, and during potentially stressful situations.
Operate office equipment including computers and other related technological equipment.

Ability to:
Use tact and diplomacy at all times when interacting with customers.
Understand, follow, and interpret departmental policies and procedures.
Communicate clearly and concisely, both orally and in writing.
Complete clerical work assignments.
Adhere to departmental confidentiality policies and procedures.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:
Customer Service Representative II
Two (2) years of experience to include one (1) year of experience in work comparable to the duties of CSR I in ATCPHD with the City of Abilene.
Customer Service Representative III
Three (3) years of experience in comparable work to include two (2) years of experience as a CSR II in ATCPHD with the City of Abilene.

Education/Training:
A high school diploma or GED is required.

License or Certificate:
A valid current Texas driver’s license, the ability to obtain one within ninety (90) days, or a military waiver is required.

Special Requirements:
Ability to work in a standard office environment.
Consideration given to bi-lingual or multi-lingual candidates..
Potential exposure to chemicals, mechanical hazards, blood borne pathogens, communicable diseases, and constant noise.
Work may be completed outside of traditional business hours as this position is subject to emergency call back and response.
Ability to travel to multiple sites and to approved, annual, out-of-town conferences and trainings to meet City of Abilene and ATCPHD objectives.
