Position Summary
The Rocky Mountain Children’s Law Center is a non-profit legal organization with the mission of advocating for children and youth, driving systemic reform, and boldly challenging the status quo so that every young person who has experienced trauma or instability has the opportunity to thrive.

The Data and Evaluation Lead will collaborate with the Statewide Coordinator, the statewide and local SBCT data specialists, community partners, and stakeholders to accurately and ethically evaluate the state and local Safe Babies Court Team™ (SBCT) initiative. To improve the community and systematic responsiveness to the needs of infants and toddlers, the Data and Evaluation Lead facilitates collaboration among stakeholders, organizes and guides data collection efforts across SBCT sites, supports evaluation efforts with third-party researchers as assigned, conducts ongoing data collection for outcome tracking, collects and seeks to identify trends and gaps in data across systems, and champions for continuous quality improvement at a state and local level to improve outcomes for infants, toddlers, and their families.

In addition, the Data and Evaluation Lead works in close partnership with the Director of Colorado Safe Babies Court Teams to support program expansion, ensure fidelity in existing sights, participate in program funding activities (grants, fundraisers, etc.), and participate in activities that improve outcomes for infants and toddlers and their families beyond the local community level. The Data and Evaluation Lead is responsible for onboarding, supervising, and evaluating data and administrative program specialists as assigned by the Director of Colorado Safe Babies Court Teams.

Essential Duties & Responsibilities

  • Promotes the utilization of CQI and evaluation resources at the state level and in partnership with third- party evaluators
  • Participates in evaluation activities as designated by the Director of Colorado Safe Babies Court Teams
  • Explores what data sources are available at the state and site level relevant to the priority topics (e.g., social determinants of health, child welfare landscape, racial equity, etc.)
  • Analyzes state and county-level data to identify areas of need in the communities served by the SBCT (e.g., lack of adequate housing) to support community and state advocacy
  • Provides CQI and data-related training for Data Specialists, Community Coordinators, Site Implementation Teams, Active Community Teams, and other community partners as needed
  • Supports sites in utilizing the SBCT National Database and/or other databases (as designated) for CQI, evaluation, and other data-tracking purposes
  • Responds to site-level data requests and supports local Community Coordinators in analyzing data for Site Implementation Team meetings, Active Community Team meetings, and other local meetings/initiatives
  • Creates Data Use Agreement templates and supports Community Coordinators in utilizing them
  • Submits reports and updates on state- and site-level CQI efforts to the National Resource Center
  • Develops and implements a plan, along with the Director of Colorado Safe Babies Court Teams, to ensure effective feedback loops between the State Team and site implementation teams are in place to support knowledge transfer about systems coordination and integration inequities, gaps, and solutions from local to state to national level
  • Generates and facilitates the dissemination of state and site CQI and evaluation analysis/outcomes with the State Advisory Group, policymakers, potential funders, and other key partners
  • Supports the development of and monitors progress towards health equity goals defined in the Disparity Impact Statement and other evaluation plans
  • Coordinates statewide program evaluations

Qualifications

  • Bachelor’s degree in social work, sociology, psychology, criminology, criminal justice, mathematics, statistics, or social science-related field.
  • Experience involving data collection, research, analysis planning, and report writing.
  • Experience cleaning, analyzing, and aggregating data.
  • Ability to use data to diagnose system gaps or challenges and drive change in policy or practice.
  • Strong attention to detail. Highly organized.
  • Ability to communicate technical information to non-technical people effectively.
  • Experience in collaborating with multi-sector teams, system-level program development, or large- scale program evaluation is preferred.
  • Working knowledge of data privacy and confidentiality laws.
  • Some travel required

Salary Range: $52,000 to $60,000 per year – based on skills, education, and experience
