Summary

Supervises and directs daily activities of the department of City Secretary and the staff. Serves as the Acting City Secretary in the temporary absence of the City Secretary.

Essential Functions

  • Supervise and coordinate early voting and election day activities related to City elections;
  • Assist with selection of personnel; train and supervise personnel. Establish performance standards; evaluate the performance of subordinate staff; establish work priorities, goals, objectives, and schedules;
  • Monitor achievement of departmental goals. Reports progress to the City Secretary.
  • Assist with the preparation, review and administration of the departmental operating budget and capital projects;
  • Supervise regular activities of the City Secretary department (agenda and agenda related processes; issuing of various licenses and permits; receipt of claims made against the city; departmental administrative activities related to purchasing, payroll and open records requests);
  • Oversee the boards and commissions process for the organization. Maintain records of minutes, legislation, policies, appointments, attendance, and term limits of City Boards and commissions and Council appointed Board and Commission members;
  • Coordinate staff support activities for Appointments Advisory Board, and License Appeal Board;
  • Attend meetings of the City Council; prepare the minutes and orders of the Council as assigned;
  • Assist with records management, including management of the official records of the City such as agenda, minutes, minute books, ordinances/resolutions, deeds, contracts, and disaster plan; conduct records management training for the organization; write policy and procedures for records management;
  • Make presentations to City Council, citizen groups, and city employees;
  • Serve as the City Secretary in his or her absence;
  • Perform related duties as required.

Qualifications

Completion of a bachelor degree in public administration ,business administration or a related field with an additional three years of progressively responsible administrative and supervisory experience; or any combination of relevant education and experience which provides the following:

Valid Current Driver's License

Knowledge and Abilities

Knowledge of:
  • Principles and practices of public or business administration;
  • Principles and practices of team-oriented management and supervision;
  • Duties and responsibilities of the Office of the City Secretary;
  • Laws related to elections;
  • Office management methods and procedures.
Ability to:
  • Utilize strong problem-solving skills;
  • Quickly gain knowledge of state laws, City Charter, and ordinances;
  • Maintain accurate files and legal records;
  • Supervise clerical staff;
  • Establish and maintain effective working relationships with legislative and
    administrative officials, and the public;
  • Utilize strong communiction skills, including oral, written, and graphic communications;
  • Obtain a Texas Registered Municipal Clerk certification.
Physical Requirements:
  • Frequently lift up to 10 pounds and occasionally lift up to 25 pounds.
  • Frequently carry up to 10 pounds and occasionally carry up to 25 pounds.
  • Occasionally stand during the shift.
  • Push and pull objects.
  • Place arms above, at, or below shoulder height.
