The Office of Technology and Innovation (OTI/DoITT) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining, and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The Office of the General Counsel (OGC) is seeking an experienced attorney to supervise a team of attorneys responsible for contract negotiations and drafting, and to handle complex matters and questions that arise in relation to the City's franchise agreements. The selected attorney will be responsible for working directly with the agency’s contracting, business, and technical staff to ensure that the agency’s interests are adequately protected, and for interfacing with outside parties, including contractors, consultants, and other government agencies, as well as liaising with the City’s Law Department in connection with related procurement matters and other legal issues. The Deputy General Counsel will report directly to the General Counsel and serve as a key legal and policy advisor on legal, policy, and administrative issues.

Essential Duties and Responsibilities:
  • Conduct legal research and provide guidance and legal advice to the General Counsel on a wide range of issues;
  • Analyze routine and complex legal issues affecting the operations and work of OTI;
  • Develop organizational strategy for unit;
  • Manage direct reports by providing objectives and meaningful feedback;
  • Collaborate with colleagues to ensure and manage compliance with internal and City-wide reporting requirements, Comptroller directives and memoranda, and other relevant laws, rules, and regulations;
  • Assist the General Counsel and perform any additional duties on any and all other matters needed to advance the work of the OGC or OTI;
  • Handles special projects and initiatives as assigned.

Minimum Qual Requirements

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
