Reports To: CMO

Hours: M-F, 7:30 am -6:00 pm, varies

Location: Redding and Round Mountain


POSITION SUMMARY:

Working independently under little or no supervision, directs the medical department operations by directing and coordination activities consistent with established goals, objectives and policies, as well as assisting the CMO and Leadership Team in a manner that meets the mission statement objectives of the Board of Directors

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned which may become essential to the position.
  • Continually assesses all clinical operations in the medical department at all locations, seeking opportunities to improve efficiency and service delivery.
  • Oversee overall operation of medical back office functions including patient flow, prescription refills, outside diagnostic testing requests and reports. Solve problems as they arise, and conduct annual medical assistant, and nursing reviews.
  • Train annually on clinic health care protocols for medical assistants and nursing staff, adherence to drug handling and dispensing policies, educate staff of process of patient referral policies for specialty care and outside laboratory and pharmacy services.
  • Ensure that all clinical activities at clinic are conducted according to policies and procedures set forth from management maintaining compliance with all applicable laws and regulations.
  • Assures medical department compliance with state and federal regulations and with programmatic and audit requirements of public and private payers and health plans.
  • Coordinate and conduct daily stand up meetings for medical staff front and back office.
  • Ensure that medical assistants and nursing staff clinical staff are qualified by training and experience to perform tasks assigned to them.
  • Attend CME and other trainings as needed and approved by the CMO.
  • Active member in Quality Improvement Program; which reviews quality of care; assist in coordination of quality assurance program working in conjunction with the Risk management team.
  • Fill in for lab technician when needed, know procedures and process for all labs and sending out of lab specimens.
  • Ensures adequate care of patients through coordinated coverage by medical assistant and nursing staff.
  • Provides a process for proper supervision of new medical assistant and nursing staff. Monitor the performance of a new Medical assistant and nurse in the clinic during a set probationary period.
  • Represents the interest of the medical staff to management and management to medical staff.
  • Acts as a resource to both nursing staff on clinical questions as well as clinicians on resources etc. Assist with clinician or client concerns.
  • Attends weekly staff meetings, and other special project meetings as requested.
  • Performs triage as needed both walk-in and telephone, communicates with clinician regarding actions to be taken.
  • In conjunction with management and medical staff, assist with emergency response, air and ground ambulance transport for transfer to hospital, and coordination of paperwork in both directions.
  • Monitors clinical services to ensure the effectiveness and quality. Identifies problems or potential problem areas, recommend and implement solutions. Identify the medical manpower needs of the clinic.
  • Consults with Compliance Coordinator to review, investigate, document and process grievances, complaints, and/or implements disciplinary actions.
  • Effectively collaborates and coordinate with outside organizations, and represent the interests of HCCC to outside agencies and interest groups.
  • Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Directly and indirectly supervise employees in the Medical department. Responsibilities include interviewing, selecting, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

Education/Experience:

Registered Nursing license; BSN Preferred Experience working in a clinical non-profit environment preferred. Strong leadership skills preferred.

Certificates and Licenses:

Current clinical licensure in the State of California. Current CPR, ACLS Certification. Current CA drivers’ license.

Language Ability:

Must have highest level language skills. Ability to communicate technical information to non-technical personnel. Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints.

Math Ability:

Must have intermediate math skills. Ability to calculate figures and amounts such as rate, ratio, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Computer Skills:

To perform this job successfully, an individual should have knowledge basic working knowledge of Windows operating systems, Microsoft Office Suite - Word, Excel, Outlook, and Internet browsers. Must have working experience with medical management software such as Health Pro.

Equipment Skills:

Must have good working knowledge of standard medical equipment.
