The Dispatch Manager plans, implements and evaluates the activities of the Communications Center, which receives and dispatches calls from emergency and non-emergency telephone lines from citizens requesting Law Enforcement and non-Law Enforcement services for wildlife. This position manages employees and coordinates personnel-related activities to include but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals and writing performance evaluations. This position monitors the Communications Center annual radio/personnel budget.
- Manages the use of the statewide radio tele-communications system and ensures that all applicable Federal and State Laws pertaining to the use of the VHF/UHF/700 & 800 MHz radio frequency bands are adhered to by department personnel.
- Manages, plans, directs and schedules the work of the Communications Center; regulates compliance of Center staff to department goals and policies/procedures
- Repair, replace and maintain various types of electronic communications systems and equipment. Programs all department radios IAW FCC policies and to maintain radio agreements with other State and Federal agencies that the department interacts with.
- Develops, maintains and provides training to all department personnel in the use of the radio's and radio system used by AZGFD.
- Serves as the primary liaison to the Wireless Systems Bureau and general staff member under the Law Enforcement Branch Chief and POC for all computer/radio equipment and security system maintenance within the Communications Center.
- Reads and interprets maps for the public, field personnel and other law enforcement/criminal justice agencies and interprets telephone or radio call locations from maps by applying knowledge of state geography in order to provide appropriate and timely assistance.
- Operates a Computer-Aided Dispatch (CAD) system and multiple video display terminals
- Other duties as assigned
The candidate should have knowledge of statewide microwave radio tele-communications system principles and practices; the functional operation of multi-jurisdictional computer-aided dispatch (CAD)/case management system and related internal database systems; state and federal budget process; principles and practices of administrations and management support activities including hiring, promoting, training, performance evaluations, discipline and dismissal; legal process involved in the use of criminal history records and the limitations of release of information (privacy and security) in compliance with state and federal laws, rules and regulations.
The candidate should have skill in/to: time management, program development, prioritization, delegation, training, supervision, leadership, teamwork, effective communication oral and written.
The candidate must have the ability to exercise sound judgment; establish, develop and maintain courteous and effective working relationships; maintain emotional control and work effectively during emergencies, crisis situations or extremely stressful conditions; memorize, retain and accurately recall information and codes; multi-task, organize, prioritize and adapt to constantly changing situations, and effectively take appropriate action; read, understand and interpret moderately difficult to complex written information (e.g. policies, procedures, rules, regulations, statutes, etc.).
Must be available to Communications Center staff during holidays, weekends, irregular hours. This position functions in a standard office environment.
The preferred candidate will have an Associates Degree or higher in Criminal Justice, Police Science, Wildlife Management or a minimum of five years in a law enforcement or 911 call center. The preferred candidate will have knowledge of Kenwood and Motorola radio programming and have the ability to remove/replace inoperable mobile radios.
Employment may be contingent upon completion of a post-offer medical/physical examination and the agency’s ability to reasonably accommodate any restrictions. Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
The selected candidate must possess Arizona Criminal Justice Information Systems Terminal Operator Certification within 6 months of hire date.
