Salary: $6,425 - $7,817 per month (SR-28, Step C to H)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The District Environmental Health Program Chief is responsible for planning and directing the work activities of supervisors and personnel of the environmental health services programs of the Vector Control and Sanitation units of the Kauai District Health Office (KDHO) to ensure the implementation of the environmental health services programs on the island of Kauai. It is also responsible for the administrative oversight of the environmental management programs of the Wastewater, Clean Air, and Clean Water branches on the island of Kauai; and performs other related duties as assigned.
Prerequisite Knowledge and Abilities Required
Knowledge of: Principles, practices and techniques of community environmental health and safety; conditions and concerns which impact environmental health programs; pertinent environmental health laws, rules and regulations; and principles and practices of supervision.
Ability to: Plan, organize, direct and coordinate the activities and operations of a county-wide environmental health program; apply the principles, practices and techniques of community environmental health and safety; analyze environmental health conditions in the community and assure compliance with pertinent regulations; deal effectively orally and in writing; write clearly and comprehensively such materials as reports; and read and interpret complex written material; plan, organize direct, and evaluate the work of others.
Education: A bachelor's degree in biological or physical sciences, sanitary or environmental engineering, or an environmental or public health related field from an accredited four (4) year college or university.
Excess Specialized Experience as described below, or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree in the specified fields may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive materials such as reports; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience in the field of environmental health which required knowledge of environmental health services programs and the principles, practices and techniques of community environmental health and safety. Such experience must have involved the control of various environmental health conditions in the community and have demonstrated the application of community environmental health and safety principles, practices and techniques and the ability to analyze environmental health conditions in the community and to assure compliance with pertinent regulations.
Supervisory Experience: One (1) year of experience which involved supervising others performing specialized work as described above that included:
1) planning, organizing, scheduling, and directing the work of others;
2) assigning and reviewing their work;
3) advising them on difficult work problems;
4) training and developing subordinates; and
5) evaluating their work performance.
Managerial Aptitude: Applicants must possess managerial aptitude which may be demonstrated by successful performance of, or substantial participation in, organizing, scheduling, and coordinating a group of activities in order to attain program objectives within time, resource and budgetary limitations; interest in management demonstrated by the performance of work assignments in a manner of which clearly indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments to managerial and/or administrative tasks.
