The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking customer service-oriented candidates for the position of a DOT Procurement Officer Trainee.

The DOT Procurement Officer Trainee will learn to procure transportation related equipment, construction, materials, services, supplies, and information technology equipment and services for the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA). This position is responsible must involve soliciting, evaluating, negotiating, and awarding contracts in compliance with governmental procurement laws, regulations, and conditions. This position also provides direct support and assistance to the Procurement Manager, Deputy Director, and the Director.

Employees in this classification learn to provide procurement service for MDOT MVA in accordance with State laws and regulations. Incumbent will deal directly with the general public, private consultants, private contractors, consultants, Office of State Procurement (OSP), Department of Information Technology (DoIT) and staff of various other State agencies including all levels of MDOT MVA and MDOT.

Responsibilities Include:
  • Procuring necessary services, supplies, maintenance, and transportation related equipment for MDOT
  • Determining the basis for contract awards and evaluation criteria
  • Conducting pre-bid/pre-proposal conferences, site inspections, explaining procurement requirements, establishing procurement procedures, and schedules, participating in, and conducting offerors' discussions and contract negotiations
  • Examining bid proposals to determine issues of responsiveness and responsibility and need for additional information
  • Conducting bid openings for competitive procurements to determine whether offerors are qualified to be selected for award and may recommend proposals for awards
  • Managing the advertisement of procurement opportunities, distributing specifications to vendors, conducting vendor conferences, receiving, and securing bid or proposals, overseeing the evaluation process and contract award
  • Assisting with or conducting debriefings, negotiating the most favorable prices, terms, and conditions for noncompetitive sole source and emergency procurements
  • Researching materials and providing testimony regarding Board of Public Works (BPW) items and preparing documents for BPW contract approval
  • Preparing minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals/Invitation for Bids, and answering written questions from potential bidders
  • Assembling statistical and narrative data and preparing reports for use in evaluating procurement activity and performance measurement
  • Providing testimony in bid protest disputes

Qualifications

Minimum Qualifications:

Education: A Bachelor's degree from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute administrative or professional work experience on a year-for-year basis for up to four years of the required education.

3. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
