Job Duties

The Virginia Department of Health (VDH) is actively seeking to recruit an Emergency Services Coordinator to lead Virginia’s Emergency Support Function 3 (ESF-3), which includes water, wastewater, dam safety, and associated critical infrastructure. The position reports directly to the Office Director and is located in the City of Richmond within the Office of Drinking Water (ODW).



This position has several responsibilities, including:
(1) perform staff training needs assessments for all hazards and safety; (2) develop training and table top exercises to ensure staff understands roles and responsibilities during an emergency; (3) monitor daily alerts (24/7 activity) of spills, accidents, fires, and other emergencies and ensure appropriate responses are taken; (4) collaborate with other state and federal partners, including the U.S EPA, FEMA, CISA, Virginia Fusion Center, the Virginia Water/Wastewater Agency Response Network (Va WARN), the Virginia Department of Emergency Management, the Department of Environmental Quality, and the Virginia Department of Conservation and Recreation; (5) help staff, internal work units, and the regulated community develop appropriate emergency response plans and continuity of operation plans; (6) help lead the Office of Drinking Water’s response to harmful algal blooms, hurricanes, flooding, power outages, chemical spills, train derailments, and other natural and manmade events; (7) develop policies and procedures for evaluating cyber security effectiveness at regulated waterworks; (8) ensure proper communication channels are working and effective during emergencies; (9) perform appropriate after-action reviews, ensure learning from events, and help ensure appropriate actions are taken from learning and risk assessments; (10) draft event notifications and provide timely and effective information during an emergency through Web-EOC and other tools; (11) use Geographical Information System (GIS) software; (12) organize and request reimbursement as necessary for emergency response activities; (13) monitor AWIA Section 2013, which requires community waterworks to develop and update risk assessments; (14) track boil water advisories and develop appropriate program metrics; (15) provide in-person ESF-3 representation at the Virginia Emergency Operation Center, including Virginia Emergency Support Team (VEST) functions; (16) update the Health Alert Network (HAN) and use in accordance with agency procedures; and (17) monitor supply chain disruptions and other risks to waterworks and develop appropriate responses.

Minimum Qualifications

  • Working knowledge of emergency response.
  • Working knowledge of training principles.
  • Good oral and written communication skills.
  • Willingness to monitor all-hazards 24/7, be present during emergency response and emergency events, and work under pressure.
  • Working knowledge of GIS software, Excel, and Office products.
  • Present information directly and clearly to both technical and public audiences.
  • Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Demonstrated ability to communicate effectively with the public, legislators, members of the legal community, and local and federal agencies.
  • Proven ability to deliver projects within assigned deadlines.

Preferred Qualifications:

  • Prefer degree from an accredited college with major studies in emergency preparedness, emergency management, or environmental sciences, or related degree.
  • Prefer completion of National Incident Management System (NIMS) training courses, ICS-100, ICS-200, and ICS-300.
