POSITION: Environmental Specialist III
Department: WIPP EPA Compliance (Carlsbad, NM)
Purpose and Scope:
Performs regulatory work to ensure the WIPP facility maintains compliance with Environmental Protection Agency (EPA) requirements of primarily 40 CFR Parts 191 and 194. Candidate must possess the necessary skills to effectively collaborate with colleagues in a supportive atmosphere in order to prepare and submit regulatory documents that will satisfy customer expectations and meet EPA requirements.
Job description:
- Perform activities and prepare documentation in support of ongoing compliance with the EPA’s certification of the Waste Isolation Pilot Plant (WIPP).
- Revise and maintain EPA Compliance Program’s implementing procedures.
- Support preparation for and facilitation of EPA inspections of the WIPP facility and monitoring programs.
- Perform regulatory analyses that apply to the WIPP certification, as defined in the WIPP Land Withdrawal Act and 40 CFR Parts 191 and 194.
- Support the preparation of planned change documentation to the EPA in regards to changes in activities or conditions to the WIPP disposal system.
- Facilitate interactions related to EPA compliance between the U.S. Department of Energy Carlsbad Field Office, national laboratories, and/or subcontractors.
- Support generation of responses to EPA questions concerning the 2019 Compliance Recertification Application.
- Support the preparation of an electronic interactive 2024 Compliance Recertification Application; assist in the management of electronic libraries that include the posting of compliance documentation in addition to past, present, and future compliance applications to the EPA.
- Collaboratively interact with technical authors and editors to produce high-quality regulatory documents and resolve comments.
- Collect data using advanced Geospatial Information System techniques; process and enter information into the Delaware Basin Drilling Surveillance Program database; produce maps via ESRI ArcGIS.
Preferred Qualifications:
- Bachelor's degree in Environmental Management, Environmental Studies, Biology, Chemistry, Physics, Geology, or Engineering.
Minimum Position Knowledge, Skills, and Abilities Required:
- Bachelor’s degree in Environmental Management, Environmental Studies, Biology, Chemistry, Physics, Geology, or Engineering and three years of job-related experience.
- Working knowledge of Excel, PowerPoint, Access, and GIS software.
- Advanced MS Word skills, including experience with the application of custom styles and equation editor; experience with manipulating size and resolution of electronic images.
- Excellent verbal communication and technical writing skills.
- Must be highly motivated and be able to work independently and as a member of a team.
- Familiarity with the WIPP project and/or working with Federal regulators a plus.
- Due to the nature of the work, candidate must be a U.S. Citizen.
