Job Summary
Provides leadership and management of facilities planning, maintenance and operations, new capital development, building improvements, remodeling, and major maintenance and construction projects. This role develops operational plans for facilities management, ensuring compliance with Federal and State regulations safety, and security. The Facilities Director demonstrates a commitment to service excellence, innovation, student success, and integrity in the performance of job duties. This position reports to the Vice President Administrative Services.
Essential Functions
35% - Provides management of facilities and grounds for multiple sites: managing, planning and administering plant operations; plans, organizes, assigns, prioritizes, supervises, reviews and evaluates work of managers and other direct reports; provides technical direction to facility sites; manages outsourced contracts such as custodial services; exercises accountability for function activity and related decisions.
35% - Develops, plans, and initiates physical plant maintenance and repair projects; oversees building and grounds remodeling and major maintenance projects and will be responsible for leading a team that coordinates these projects; develops, initiates, and manages a program for the procurement, maintenance, or replacement of major equipment in the central plant and buildings, along with furniture, fixtures, and small equipment in college buildings; provides input into the tactical, strategic, and long range master planning; administers comprehensive bidding process to solicit quotes for projects; coordinates construction activity with District staff and contractors; serves as liaison with architects, engineers, contractors and vendors; represents the department to the public, other agencies and partners; responds to/resolves difficulty or complex inquiries and complaints; provide leaderships and support for the
college’s sustainability goals; inspect and analyze building systems for performance and efficiency; design and implement changes to improve performance or eliminate waste.
20% - Prepares, manages, and administers multiple budgets; monitors and approves expenditures; administers and oversees contracts and procurement activities; serves as knowledge expert in area of assignment, overseeing, reviewing and providing analyses and recommendations regarding function-specific and district-wide issues; attends and convenes and/or facilitates meetings.
10% - Oversees the development and implementation of programs, policies, and procedures; develops and coordinates preventative maintenance program and activities, energy conservation and training programs and maintains compliance with applicable codesand regulations; evaluates, modifies and implements work practices for maximum efficient; participates on college committees, provides college-wide presentations; performs other duties as assigned.
Minimum Qualifications
Bachelor’s Degree from a regionally accredited institution in engineering, architecture, construction management or related field, six years of progressively responsible facilities planning, maintenance andoperations experience which includes two years of management and supervisory experience in public facilities management.
OR
An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
A. Five (5) years experience and demonstrated ability as a facility director/manager overseeing a multi-building and multi-site operation (including at least 3 of the following areas of responsibility: building maintenance, grounds maintenance, custodial operations, building systems/HVAC, construction, facilities/site planning)
B. Five (5) years experience and demonstrated ability of managing new construction or major remodeling projects
C. Five (5) years experience and demonstrated ability implementing and managing a preventive maintenance program related to building systems/site infrastructure
D. Experience managing outsourced vendor services (as an example, custodial services)
E. Experience implementing and managing an organization's OSHA safety program and training
F. Experience developing capital development programs
Special Working Conditions
Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving: http://www.maricopa.edu/legal/rmi/vehicle.htm#requirements. Will be required to travel or be assigned to all MCCCD locations. Will be required to respond to facilities emergency on evening, weekends and holidays. May require numerous evenings or weekends. May require prolonged periods of viewing a computer screen. Work outdoors in a variety of temperatures and environmental conditions. May be required to lift or carry up to 50 lbs
