Job Summary

Under direction, coordinates activities for families in need of social services to include parent engagement activities for Early Head Start-Child Care Partnership (EHS-CCP) families that support the EHS-CCP Parent, Family, and Community Engagement Framework. Provides strengths-based case management services, completes data entry, and utilizes parent engagement and leadership strategies when working with EHS-CCP families. Exercises no supervision.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

This position is paid for by federal Head Start funds. Effective Nov. 30, 2021, the Head Start Program Performance Standards reflect mandates requiring all Head Start staff and some contractors and volunteers to be fully vaccinated against COVID-19 by January 31, 2022 (the "Interim Final Rule" or “IFC”). Following recent federal court challenges, the IFC is currently not in effect in Texas, pending an appeal which could happen at any time and, once they are upheld, the IFC requirements for vaccines will be a requirement for employment with the City of San Antonio Head Start Program.

Essential Job Functions

  • Follows social service program and adheres to Early Head Start requirements pertaining to families, family partnership agreements, and family wellness plans; supports families' efforts to reach their goals, evaluation of progress, service documentation, and timely completion of all case management requirements.
  • Provides families with high needs, i.e., infants & toddlers with disabilities, domestic violence, with appropriate community resources and linkages and assists families in crisis in areas such as food, housing, clothing, and transportation.
  • Implements the Head Start Parent, Family, and Community Engagement Framework that includes relevant social service program framework components necessary to successfully support families.
  • May make home visits with teachers as needed.
  • Provides case management to families in social service programs and works collaboratively with EHS Child Care Center Directors, teachers, and staff to comply with Head Start Performance Standards and Child Care Licensing Minimum Standards.
  • Assists in offering families opportunities to be involved in group activities such as parent advisory groups, policy groups, and educational activities based on interest and need.
  • Provides opportunities for children and families to participate in family educational programs and for parents to participate in the development of the programs' educational curriculum. Tracks daily attendance and implement an attendance plan for children with chronic absenteeism.
  • Provides engagement and educational activities that meet the on-going and expressed needs of families; and participates, coordinates, and attends community outreach events, parent meetings, and any other such meetings needed by the program.
  • Collaborates with Head Start and Early Head Start staff to provide opportunities to families, including child growth and development, parenting skills, child abuse prevention, guidance and discipline, medical, dental, nutritional, and mental health, disabilities, family literacy, and community advocacy. Assist Health Managers with implementation of labs and dental clinics as well as with hearing and vision screenings; assists parents in maintaining EPSDT health requirements for their child or children to include maintaining and obtaining copies of all health documents in the data base to meet EPSDT health requirements.
  • Assists and involves parents in the transition from Early Head Start or other pre-school program.
  • Participates in recruiting, interviewing, training, and placing parent volunteers in Early Head Start programs and supports parents as visitors, observers, and participants in group activities with their infants and toddlers; and conducts the enrollment process sessions that includes obtainment of all pertinent forms, such as child's health history, nutrition assessment, consent for services, family needs assessment, etc.; and performs data entry services.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
  • Current Pediatric CPR and First Aid Certification required or must obtain Pediatric CPR and First Aid Certification within first 60 days in position.
Preferred Qualifications
  • Bachelor's Degree in Social Work or related field.
  • A parent of a current or former participant in a Head Start program or a former Head Start child.
  • Fluent in English and Spanish.
  • Experience as a case worker in social service programs that serve low-income families and children.
  • Two (2) years of experience in social work, family support, or related field.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
