Position Overview

Under general supervision, the Firearms Eligibility Analyst II within the Illinois State Police, Firearms Services Bureau, serves as a designated lead worker and a subject matter expert in the FTIP Unit. Serves as a designated lead worker and a subject matter expert in the FTIP Unit; drafts new/revised FDLC/FTIP policy and procedure recommendations; analyzes and interprets information and approves or denies reinstatement of FDLCs; and serves as a liaison to various entities in the processing of FDLCs


Job Responsibilities

30 % 1. Serves as a designated lead worker
  • Assigns and reviews work, provides guidance and training to lower level Firearms Eligibility Analysts and less experience staff in the processing of FDLC and/or FTIP transactions.
  • Advises immediate supervisor regarding performance of staff .
  • Trains staff on new procedures impacting firearm eligibility .
  • Assists employees with questions and problem resolution in the review and analysis of criminal history entries.
25% 2. Serves as a subject matter expert in the FTIP Unit.
  • Makes determinations for the most complex criminal histories in one or more specialty areas (i.e., controlled substance, alien status, misdemeanor crimes of domestic violence, military justice, out-of-state convictions).
  • Interprets legal opinions from state and federal statutes, and other various sources [e.g . ISP, Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), FBI, Attorney General].
  • Within the specialty area(s), drafts new/revised policy and/or procedures for supervisory review.
  • Analyzes LEADS, CHRI (Criminal History Record Information), Ill (Interstate Identification Index), NCIC (National Crime Information Center), and NICS.
20% 3. Drafts new/revised FDLC/FTIP policy and procedure recommendations.
  • Preforms internet research to keep abreast of changes in legal opinions and legislation impacting firearm prohibitors.
  • Uses the Internet to research firearms eligibility/permit programs, systems and procedures used by other states.
  • Submits recommendations to supervisor for improvements and changes to current systems and procedures.
10% 4. Analyzes and interprets information and approves or denies reinstatement of FDLCs
  • Receives written and verbal requests from individuals regarding FDLC reinstatements .
  • Reviews criminal and mental health history hits, police reports, court dispositions and/or other relevant documentation checking for updated information to criminal and mental health histories to determine if the record is clear from firearm prohibitors or if firearm prohibitors still exist.
  • Uses the Internet to find and access on-line court systems to obtain criminal history and court disposition information
10% 5. Serves as a liaison to various entities in the processing of FDLCs
  • Contacts the USCIS to assist in firearms eligibility determinations for applicants who are aliens.
  • Contacts the FBI NICS when clarification is needed on a variety of federal firearm prohibitions.
  • Contacts NICS State Support Team and state and out-of-state criminal justice organizations, and state and local police agencies to research the most complex criminal histories.
5% 6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

1. Requires two (2) years experience as a Firearms Eligibility Analyst I
2. Requires current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification.


Preferred Qualifications

1. Two (2) years’ experience reviewing federal and state statutes in all areas impacting FTIP, FOID card and CCL eligibility.
2. Two (2) years’ experience reviewing researching criminal histories.
3. Two (2) years’ experience operating a personal computer and utilize relevant software.
4. Two (2) years’ experience utilizing the internet to research criminal and mental health histories.
5. Two (2) years’ experience interpreting legal opinions from state and federal statutes, and government agencies.
6. Two (2) years’ experience drafting new/revised policy and/or procedures regarding FOID card and concealed carry permit eligibility.
7. Two (2) years’ experience interpreting, analyzing, explaining, and applying statutory requirements, rules, regulations and procedures in regard to FOID card and concealed carry permit eligibility.
8. Two (2) years’ experience analyzing and comparing information and draw valid conclusions.
9. Two (2) years’ experience using discretion, judgment, and confidentiality.
10. Ywo (2) years’ experience establishing and maintaining cooperative working relationships with co-workers, and law enforcement and legal personnel.


Conditions of Employment

1. Requires ability to pass the Illinois State Police background investigation.

2. Requires the ability to pass drug testing.
