The Parks and Land Use Department's Business Office Team is seeking to fill its Senior Fiscal Specialist position*, available due to an upcoming retirement. The position is responsible for assisting in the day-to-day operations of the Waukesha County park system (including two golf courses, two ice arenas, Retzer Nature Center and Exposition Center), as well as the environmental health, land resources, and planning divisions.
The Senior Fiscal Specialist’s primary responsibilities will include reconciling shifts in the parks and golf course point-of-sale systems, credit card activity throughout the system, and several balance sheet accounts within the department. This position is involved in monthly, quarterly, and annual journal entry posting and report creation. It is further involved in processing invoices, purchase orders, and budget adjustments for park maintenance and capital projects. Additionally, this position serves as the lead worker for the business office team’s Fiscal Specialist and Administrative Specialist.

Minimum requirements: High School Diploma or GED and three (3) years of post high school work experience in finance or accounting. (Post high school education from a recognized college or university in accounting, finance, business, or a closely related field may be substituted for the work experience requirement on a year-for-year basis.).
Non-exempt hourly rate range of $20.21 to $26.15 dependent upon qualifications.
Prior to hiring, the final candidate is required to pass work/education/certification reference(s) and a criminal background and driver's license check.
GENERAL DEFINITION OF WORK
Performs advanced technical work preparing, developing and analyzing a variety of complex financial documents, records and reports, coordinates projects, collects and analyzes data, prepares reports and performs related work as required.

Performs advanced technical work preparing, developing and analyzing a variety of complex financial documents, records and reports. Position responsibilities include coordinating projects, collecting and analyzing data, preparing, manipulating and submitting complex financial and statistical reports and providing work direction to other support staff. Position handles all assignments and problems except those requiring policy or procedural change. Requires advanced office technology, communication and analytical skills, ability to exercise judgment, make decisions, and provide leadership. Work is performed under general direction.

Essential Functions
- Performs the duties of Fiscal Assistant and Specialist.
- Assigns, directs, trains and monitors the work of designated support staff, provides guidance and feedback.
- Prepares, researches and analyzes complex information, identifies and resolves problems and errors.
- Provides back-up assistance to the Supervisor as necessary.
- Assists in developing, revising and implementing policies and procedures related to department specific accounts, policies and programs.
- Identifies, researches and resolves complex problems utilizing advanced knowledge of department operations and County-wide fiscal policies, procedures and practices.
- Serves as liaison within and between departments/divisions.
- Manages routine and special projects and schedules.
- Prepares, manipulates, and submits complex financial and statistical reports.
- Acts as a subject matter expert on department/division programs, policies, and procedures.
- Follows and adheres to County policies, procedures and federal, state, and local regulations.
- Attends department meetings.
- May be required to work outside normal business hours.
- Performs other duties as apparent or assigned.
Knowledge, Skills and Abilities
- Comprehensive knowledge of and a high degree of proficiency in MS Office products or comparable office product, particularly Excel and Access.

You must meet these minimum Training and Experience requirements:
High School Diploma or GED; and,
Five years of post high school work experience in finance or accounting.
An Associate's degree from a recognized college or university with a major in finance or accounting may substitute for two (2) years of the work experience requirement.
A bachelor's degree from a recognized college or university with a major in finance or accounting may substitute for four (4) years of the work experience requirement.

Waukesha Employee Health & Wellness Center
Employees of Waukesha County and their dependents (ages 2+) who are enrolled in health insurance have access to an onsite medical clinic operated by Everside Health. The clinic is located at 615 W. Moreland Blvd in Waukesha. Patient confidentiality is of the utmost importance as all staff are employees of Everside Health. Providers of the clinic include a Board-Certified Physician, three Physician Assistants, one Physical Therapist, and one Health Coach.
The clinic is open Monday - Friday and has early morning to evening appointment times. Patients should be able to schedule same day or next day appointments for service. Services available include: health coaching, preventative/wellness care, non-preventative (illness/injury visits), immunizations, lab work, disease management, physical therapy, medication dispensing, and work-related injuries.

Vacation
Waukesha County’s vacation plan provides you with paid time off from work. Regular full-time employees are credited with forty (40) hours of vacation upon hire. Thereafter vacation is earned in one calendar year to be used in the next calendar year.

Holidays

Sick Leave
The Sick Leave Plan is designed to provide you with salary continuation in the event of personal injury or illness. Regular full-time employees earn sick leave at the rate of eight (8) hours for each month of work up to a maximum of nine hundred sixty (960) hours.
Long-Term Disability
Waukesha County pays the full premium on employee’s behalf for this benefit. The long-term disability insurance plan provides for a monthly income in the event of a disabling injury or illness which renders you incapable of performing your job. Coverage will begin the first of the month after hire date.
Life Insurance
Waukesha County pays the full premium cost on your behalf. You will be insured for an amount equal to one (1) times your prior year gross wages rounded to the next higher thousand dollars. In addition, you are insured for Accidental Death and Dismemberment benefits. Coverage will begin the first of the month following six (6) months of employment.

Dependent Life Insurance

Wisconsin Retirement System - Pension Plan
As a full-time employee, you will automatically be enrolled in the Wisconsin Retirement System. This pension is administered by the State of Wisconsin Department of Employee Trust Funds.
You will be required to pay the employee’s share of contributions to the fund, while Waukesha County contributes the employer’s share. Employees are vested in their portion of contributions immediately and after five years of creditable service for the employer contribution.
Deferred Compensation
