Preferred Qualifications: Professional administrative experience related to medical or programmatic review, quality assurance, audit and/or regulatory activities in a health care facility regulated by the New York State Department of Health or other state or local agency. Health care experience and knowledge of Hospital and Diagnostic & Treatment Center regulations and associated federal Medicare regulations; excellent communication, written and organizational skills; ability to function independently and as a member of a team; and deal with multiple tasks and priorities; familiarity with the Health Commerce System, Microsoft Office programs, Outlook, SharePoint, Adobe Acrobat Pro, State Financial System, Executive Correspondence Unit (ECU) process and policies and procedures for responding to FOIL inquiries.
Working within the Office of Primary Care and Health Systems Management, Center for Healthcare Provider Services and Oversight, Division of Hospitals and Diagnostic & Treatment, the individual selected for this position will perform key administrative and communications tasks for the Division’s Clinical Staffing Review Unit. This is a full-time position. Responsibilities may include the following: Developing familiarity with New York State Public Health Law Section 2805-t and any applicable regulations and standards; Assisting in the design and implementation of a data architecture that will respond to the need to track hospital compliance with New York State Public Health Law (PHL) 2805-t and applicable regulations and standards; Cataloging requirements and timelines required by PHL 2805-t and applicable regulations and standards; Acting as a resource to the Clinical Staffing Review team’s data analysts to advise them about applicable statutory and regulatory requirements; Ensuring that the data collected through and by the Clinical Staffing Review Unit and evaluation team are used to create actionable next steps; Reviewing Clinical Staffing Plans to ensure that the plans conform with the requirements in PHL 2805-t and applicable regulations; Monitoring the Clinical Staffing Review Unit Bureau Mail Log (BML) for inquiries from regulated parties and the public, research the issue and reach out to program staff and subject matter experts as needed to determine the appropriate response; Coordinating the Clinical Staffing Review Unit’s response to FOIL requests and subpoenas and assist in assembling responsive documents for FOIL requests assigned to the Clinical Staffing Review Unit; Recording activities into appropriate information systems; Participating in process improvement projects, as assigned; Performing other duties as requested.
