Description
The Kentucky Heritage Council (KHC) is an agency of the Kentucky Tourism, Arts and Heritage Cabinet and serves as the State Historic Preservation Office (SHPO). The agency is responsible for carrying out the identification, protection and preservation of prehistoric resources and historic buildings, sites and other cultural and historic properties throughout the Commonwealth. The Historic Preservation Program Administrator position within the agency’s Site Identification Section supervises the National Register of Historic Places program, the Historic Site Survey program, Special Commission’s administratively attached to the agency, and is directly responsible for administering the Certified Local Government (CLG) and Preservation Planning program. This position serves as the agency's point person for local governments and boards of architectural review on the development and implementation of best practices for local preservation ordinances and promotes sound preservation policy decisions at the local level. This position conducts extensive outreach to develop the statewide preservation plan and promote its implementation once approved and enacted.
Responsibilities include but are not limited to the following:

This position serves as the agency's point person for local governments and boards of architectural review on the development and implementation of best practices for local preservation ordinances and promotes sound preservation policy decisions at the local level. This position conducts extensive outreach to develop the statewide preservation plan and promote its implementation once approved and enacted.
Responsibilities include but are not limited to the following:
- Supervises program staff and provides administrative support in all areas of the Site Identification Program.
- Administers the agency’s CLG Grant Program in accordance with the procedures outlined in the Federal Historic Preservation Fund Grants Manual. Compiles reporting for the National Park Service on an annual basis.
- Coordinates the local, state, and federal CLG partnership that promotes local preservation planning and protection of cultural resources, offers technical assistance to CLG representatives and preservation commissions, presents CLG trainings, conducts CLG evaluations and reviews & processes new CLG applications.
- Coordinates the internal review process for CLG grant applications and presents recommendations to the Kentucky Heritage Council board for final approval. Develops contracts with fiscal officer and sends them to grant recipients along with grant notification letters. Oversees progress of grant projects throughout the year. Processes grant reimbursement requests.
- Collects information regarding preservation activities occurring across the state and conducts outreach to all Kentucky preservation stakeholders regarding preservation priorities. Provides education and outreach for and about the Statewide Historic Preservation Plan.
- Works with city & regional planners across the state to offer preservation planning information, including but not limited to presentations, handouts, training & reference materials in both printed and electronic formats.
- Works with the Director of the agency to ensure KHC programs are working toward well-established goals for the larger preservation community.
- Works closely with the KHC Information Officer on preservation planning related content.
- Works closely with other programs administered by KHC.
- Organizes conference sessions, symposia, and CLG/planning related workshops including periodic meetings with all local CLG coordinators.
Minimum Requirements
EDUCATION: Graduate of a college or university with a master's degree in anthropology, archeology, architectural history, architecture, historic preservation, history or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in the field of historic preservation.
Substitute EDUCATION for EXPERIENCE: A doctorate in one of the above listed academic fields will substitute for two years of the required experience.
Substitute EXPERIENCE for EDUCATION: Additional experience in historic preservation, cultural resource management, or a related field will substitute for the master's degree on a year-for-year basis up to a maximum of two years.

Work is typically performed in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
