We are looking to add a Human Resources Generalist to our HR team based in Mesquite, TX! This is a high-impact opportunity in TxDOT’s Dallas District. This position will be responsible for delivering solutions, guiding managers and proving quality human resources consultation. The HR Generalist will have a variety of HR responsibilities with a heavy focus in employee relations and hiring efforts.

Performs and coordinates advanced human resources-related work in the Dallas District. Facilitates human resources programs such as hiring activities, leave administration, benefit administration, etc. Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
What you'll be doing:
- Provides guidance to management on sensitives issues in areas, such as substance abuse, employee discipline, violence prevention, and reasonable accommodations under the Americans with Disabilities Act.
- Responds to inquiries and complaints regarding human resources policies and procedures.
- Researches, analyzes, and resolves human resources issues. Provides solutions and recommendations to Department management.
- Provides information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
- Coordinates, designs, and conducts employee forums such as new employee orientation, annual enrollment, or human resources related meetings. Drives a state vehicle to attend meetings and conduct trainings across the Dallas District.
- Participates in hiring program activities, including; but not limited to managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
- Keeps abreast of applicable rules, regulations, policies, and procedures.
- Performs other job responsibilities as assigned.
Minimum Qualifications
Education: Bachelor's Degree in business, public administration, human resources or related field. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 4 years human resources-related experience (Experience can be satisfied by fulltime or prorated parttime equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications
Experience: Experience handling employee relations issues and full-cycle recruiting activities.
Certifications: Human Resources Certification- PHR/SPHR or SHRM-CP/SHRM-SCP.

- Ability to:
- Communicate effectively and maintain effective working relationships.
- Develop and give presentations/trainings to employees at all levels of the district.
- Apply critical thinking skills; exercise logic and reasoning to define problems, establish facts and draw valid conclusions. This position is responsible for makeing decisions that support business objectives and goals.
- Research, analyze and interpret policies and state and federal laws and regulations relating to federal and state HR related legislation, and TxDOT specific policy and procedure.
- Prioritize and organize work assignments independently in order to meet customer expectations and deadlines.
- Base knowledge of:
- Human resources management best practices.
- Federal and state laws, regulations, and guidelines governing the human resources field.
- Using computers and experience utilizing an HRIS and recruiting software. TxDOT utilizes PeopleSoft, Taleo, and Microsoft Office products, including MS Outlook and MS Teams.
