What You'll Do as a Human Service Program Consultant:
Ohio Department of Public Safety - Emergency Medical Services
Report in location: 1970 West Broad Street, Columbus, Ohio 43223
(Currently Hybrid Eligible)
Oversee the functional operation of the Emergency Medical Services Incident Reporting System (EMSIRS), & the Ohio Trauma Registry (OTR) Acute Care & Rehabilitation modules; Ensure EMS agencies, hospitals & rehabilitation facilities are in compliance with the Ohio Revised Code (ORC) section 4765.06; Examine medical record data submitted through EMSIRS & OTR from various agencies, hospital registrars, & other users throughout the state of Ohio (e.g., develop & run various validation reports to check for accuracy, validity, & completeness of submitted records); Utilize Microsoft Excel & other applications to perform data analysis (e.g., standard deviation, descriptive statistics, etc.) to identify data trends, support research, & respond to data requests; Work with the staff (e.g., personnel, agency chief, CEO, program manager, registrar etc.) of non-compliant EMS agencies & hospital facilities to determine a plan of action to bring the agency or facility into reporting compliance (i.e., contact data submitters with identified issues & provide corrective solutions); Provide administrative support & guidance to EMSIRS & OTR system users (e.g., provide orientation for new system users, provide training & educational programs for outside agency staff regarding the ORC 4765 requirements); Oversee general system security of EMSIRS & OTR by issuing & cancelling access credentials in accordance with policy (e.g., Provide access to new EMSIRS & OTR users, provide password assistance to system users by issuing, updating, & resetting system passwords); Assist system users with account accessibility issues & report identified systems concerns to appropriate vendor or technical support; Assist users with specific questions regarding the functionality of both systems; Act as subject matter expert (SME) for both systems & their datasets, & participate in various meetings regarding system requirements & updates; Update EMSIRS & OTR system data dictionaries (e.g., ensure information within EMSIRS & OTR data dictionaries is consistent with national standards); Gather, organize, & compile contact information for EMS agencies & reporting facilities (e.g., verify & update agency chief information & access in the EMS Agency Module; assist agency representatives in obtaining user access; contact non-compliant agencies); Conduct interviews with agency & facility staff to identify personnel responsible for reporting data.
Utilize Microsoft Excel & other applications to process requests for EMSIRS & OTR data of various medical incidents to be used for research; Contact requestor (e.g., physicians, registrars, researchers, agency personnel, etc.) to ensure thorough understanding of medical data requested; Provide alternatives when the format requested does not comply with the limitations imposed by law & rule; Utilize appropriate applications to create & run queries within the EMSIRS & OTR data repositories to extract data; Ensure patient privacy is maintained (e.g., ensure patients information is not sent in a combination that could reveal their identity (e.g., race, sex, injury location, treating agency &/or facility, etc.) using various techniques (e.g., deidentification, data suppression, data aggregation, etc.); Utilize Excel & other applications to manipulate extracted data to produce accurate & desired results (e.g., perform statistical analysis; Create tables, graphs & charts (i.e., pie, bar, column, etc.), create custom calculations); Utilize available applications to create geographical maps of specific incidents.
Analyze & create quarterly & annual reports to review for reporting compliance; Create & run various queries to gather raw data for reports as requested; Utilize Excel & other applications to analyze & organize data into meaningful, concise & accurate reports (e.g., create various charts & graphs to visually display report data & trends); Document findings from report analysis & provide recommendations for identified issues or concerns (e.g., identify pros & cons of EMSIRS & OTR system data, provide corrective solutions); Create PowerPoint presentations of findings to be presented at Emergency Medical, Fire & Transportation Services (EMFTS) Board its committees, subcommittees, & workgroups.
Act as staff liaison & provide administrative support for the Board's committees, subcommittees, & workgroups; Prepare meeting agendas & compile & distribute meeting packets & materials; Coordinate meetings for various committees; Attend committee meetings & prepare & distribute meeting minutes; Update & maintain EMS meeting calendar.

Qualifications

Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field; 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

  • Or completion of graduate core program in social or behavioral science or medicine-related or comparable field; 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Position Specific Minimum Qualification: Completion of undergraduate core program in health, pre-medicine, or a comparable field; 18 months experience in health care services or medical assistance in governmental, community or private human support services agency or medical provider.
