PURPOSE OF THE POSITION: The responsibilities of this position will reflect the primary goals of the Virginia Department of Health’s (VDH) HIV Care Services (HCS) unit services coordination/contract monitoring team. This position will perform the same duties as non-contract HIV services coordinators and may provide additional coverage to the Virginia Medication Assistance Program (VA MAP) as requested. The position reports to the Lead HIV Services Coordinator and operates both with a high degree of autonomy and as part of an integrated team. This position does not include benefits (i.e. health insurance, paid leave, etc.). Some travel required.
LOCATION: This position will operate out of the Central Office in Richmond with the possibility of remote work.
RESPONSIBILITIES:
I. Manage all aspects of the procurement process for HIV-related health care and
support services
II. Monitor subrecipients/vendors spending and service delivery through review of monthly
invoices, reports, site visits, data and provide feedback to improve performance
III. Provide technical assistance
IV. Contribute to the development of unit policies, procedures, and a field manual for
HIV services coordination and contract monitoring
V. Make funding recommendations and approve budgets and work plans that align with
the Integrated HIV Care and Prevention Plan
VI. Support the development and implementation of funded agencies’ Quality
Improvement Plans and the Peer Review process
VII. Prepare reports and contribute input on program and policy planning to include
grant matters
VIII. Provide additional coverage to the Virginia Medication Assistance Program (VA MAP) as requested
QUALIFICATIONS:
Minimum Qualifications
- Experience with communicable diseases including HIV and STIs
- Experience working in a team to produce results and meet program needs
- Demonstrated experience with budget monitoring and invoice processing
- Knowledge of the principles and practices of public health
- Experience overseeing contracts including site visits and/or audits, grants management, and procurement
- Four-year degree in nursing, behavioral health, business, public health, or other related field and/or equivalent experience or training
- Knowledge and experience with Microsoft Office products
Preferred Qualifications
- Three years of related experience
- Experience working with diverse populations
- Experience working with the Ryan White program
- Experience providing training and technical assistance
- Strong written and oral communication skills

This position requires a background investigation prior to employment.
Job Type: Contract
Pay: $28.00 - $33.50 per hour
