(230003GT)Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.

What You Will Do:
- Assist the claims team with all aspects of managing the workers compensation and vehicle liability programs for agency.
- Claim intake review for accuracy and completeness.
- Process incoming mail and faxes. Scan and attach documents to electronic claim record. Update electronic claim records and enter financial data as needed.
- Work closely with the HCM Administrator and HCM Senior Analyst’s to assist in managing claims programs.
- Receive and respond to inquiries or complaints from the public, injured workers or their representatives, or medical providers.

- Workers compensation claims experience.
- Analytical, research, and communication skills, as well as good customer service skills.
- Strong computer skills needed (e.g., Microsoft Office, Word, Excel, PowerPoint) and prior experience with Origami Risk Claims Management System or other claims management system.
- Attention to details and produce accurate work product and have the ability to multi-task, prioritize and manage time effectively along with the ability to work independently
- Ability to travel to attend hearings, court mediations, or pre-trials, as needed (in state travel)

Official Position Description:
Under general direction of the Safety Administrator, performs two or more human resources sub-programs for ODOT (i.e., coordinates the statewide vehicle crash/equipment & workers' compensation (WC) program). Tracks, processes, monitors, reviews, & enters worker's compensation claims for ODOT employees. Ensures timely & accurate reporting of crashes & injuries & provides direction to districts on effective claims practices to minimize employees' time off work & vehicle & equipment down time. Investigates, assesses, & processes claims submitted to Central Office. Downloads & updates/edits vehicle repair invoices using a computer & related software (e.g., Enterprise Information Management System (EIMS), Microsoft Excel). Accesses & downloads copies of police reports using a computer & related software (e.g., Department of Public Safety (DPS) Crash Retrieval Database). Reviews & responds to mail correspondence from public utility agencies. Reviews & initiates decisions on orders & hearing appeals; approves/denies appeal recommendations at administrative level. Reviews subrogation documents, estimates, final invoices, police reports, witness statements, court orders, appeals, injury forms, & other legal documents; monitors use of independent adjusters, appraisers, & other vendors. Receives & processes checks for vehicle liability subrogation using computer & related software (e.g., Origami Risk). Organizes, reviews, & audits claims to provide direction to administrator in order to position claims for resolution or settlement. Uses a computer & related software (e.g., Microsoft Office, Origami Risk) & provides reports regarding adverse trends & other negative loss trends that may adversely affect district standards (e.g., Critical Success Factors). Acts as liaison between ODOT CO & Districts, & external agencies/organizations (e.g., Bureau of Worker¿s Compensation (BWC), Industrial Commission, Attorney General¿s Office, Managed Care Organization (MCO), Department of Administrative Services (DAS), DPS, Bureau of Motor Vehicles (BMV), third-party administrators & Special Counsel). Responds to claim inquiries from Districts, CO, Chief Legal, claimant¿s counsel & medical providers using a computer & related software (e.g., Microsoft Office, Origami Risk). Provides guidance for effective &/or aggressive Stay-at-Work & Return-to-Work programs.
Evaluates, maintains, & monitors coverage compliance with insurance carrier. Coordinates necessary payments (e.g., damages, body shop, rental company, attorneys). Reviews & advises Districts of changes in laws; provides guidance to ensure ODOT compliance with changes & mandates. Maintains confidentiality of personal employee information. Represents supervisor & ODOT at meetings &/or conferences for ODOT &/or other agencies. Prepares for & conducts meetings as needed. Communicates decisions & directives to appropriate individuals. Reviews, analyzes & prepares documents &/or reports regarding work-related events (e.g., crashes, injuries). Uses computer & related software (e.g., Microsoft Office, Origami Risk) to prepare correspondence, to respond to inquiries & to process reports, presentations, training documents & personal service contracts. Prepares & positions claims for settlement using a computer & related software (e.g., Microsoft Office, Origami Risk). Evaluates & processes settlements as needed. Provides information regarding Worker¿s Compensation claims & coverage of insurance. Gathers & provides information needed to defend claims, determine position, or for independent reviews or exams. Monitors correspondence for accuracy & necessary action to respond/comply. Provides effective time management to meet timed deadlines for the appeal processes or filing guidelines. Performs other work-related duties as assigned (e.g., assists higher-level HCM staff on special projects &/or reports).

This position is overtime exempt based on FLSA Standards.
