This is responsible professional work coordinating, monitoring, and maintaining the Industrial Pretreatment Program (IPP), the Grease Management Program (GMP), and the Field Sampling Group for the City of St. Petersburg Water Resources Department Environmental Compliance Division. Work involves ensuring compliance with applicable regulations governing industrial users of the sanitary sewers; overseeing the periodic inspections of restaurant grease traps and interceptors to ensure excessive grease is not discharged into the City’s wastewater collection system; and maintaining a process control sampling program for the City’s water reclamation facilities and surface water sampling to determine water quality for the health and safety of the general public. Work includes participation in the supervision, selection, placement, training, appraisal, safety and discipline of employees involved in the collection and analysis of samples to determine program compliance; directing the efforts of employees performing inspections and enforcement actions for grease management to ensure compliance with City rules and regulations; assisting with oversight of water quality assessments for designated surface waters to ensure public safety; and preparation of reports for regulatory agencies. This position is expected to actively participate in the annual budget preparation; and to maintain productivity within budgetary constraints throughout the fiscal year for the entire work group. Work requires the exercise of considerable sound judgment, initiative, and tact in developing methods and solutions to resolve problems and to successfully interact with businesses.

Salary: $65,874 - $105,539

To Qualify

Minimum Qualifications. Applicants must:

  • Possess a valid high school diploma or GED equivalency, supplemented by the successful completion of some college level courses in environmental engineering, chemistry, biology, natural sciences, engineering, or a related field.
  • Possess and continue to maintain a valid Driver License.
  • Be able to communicate clearly and concisely, orally and in writing.
  • Be competent in the use of a computer and knowledge of data processing concepts, techniques, and operating principles.
  • Have some knowledge of the methods and techniques of conducting field investigations for water quality and quantity.
  • Possess a minimum of one year of responsible experience performing relevant work in a regulatory role in water pollution, environmental protection, and/or wastewater management activities.
  • Able to successfully meet and converse with the public and use proper telephone etiquette.
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into the position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.

Desirable Qualifications. Preferred Applicants:

  • Have graduated from an accredited four-year college or university with major coursework in environmental engineering, chemistry, biology, natural sciences, engineering or a related field.
  • Have considerable knowledge of water pollution, monitoring and control methods.
  • Have considerable knowledge of State and Federal water pollution, environmental and wastewater laws, and regulations.
  • Have previous environmental code enforcement experience.
  • Have some supervisory experience; and have achieved Certification by Florida Industrial Pre-Treatment Association (FIPA).
