Note:
This position is located in El Segundo, CA. Qualified candidates must be near or willing to relocate to El Segundo, CA. This ISSE position requires at least a DoD Top Secret/SCI clearance.
Responsibilities:
The Information System Security Engineer (ISSE) will support the Engineering Directorate of the Space Domain Awareness (SDA), Combat Power (CP), and Battle Management Command Control and Communications (BMC3) portfolios providing expertise and support in network security engineering and/or integration of security products. The ISSE is responsible for ensuring the appropriate operational security posture is maintained throughout the accreditation of new SCIF facilities. This includes the following activities related to maintaining situational awareness and initiating actions to improve or restore cybersecurity posture.

The ISSE:
  • Serve as the Risk Management Framework (RMF) Cybersecurity Specialist for the organization's Systems.
  • Maintain Day-to-Day cognizance of RMF packages to ensure timely updates and notifications.
  • Update RMF Security Control Families as required and properly process through eMASS, XACTA, or other means.
  • Maintain thorough understating of the National Institute of Standards and Technology (NIST) 800-53 and NIST 800-171 controls and determine which controls are applicable to the application, as well as document implementation in Security Controls Tractability Matrix.
  • Provide support and recommendations to Program Managers and Security Authorities to maintain appropriate cybersecurity posture(s) for programs and systems.
  • Conduct reviews to identify and mitigate potential security weaknesses and ensure that all security features applied to a system are implemented and functional.
  • Create, monitor and resolve Plan of Action and Milestones (POA&M) to mitigate system vulnerabilities on assigned Information Systems.
  • Prepare and maintain security Assessment and Authorization (A&A) Body of Evidence documentation (e.g. IA Standard Operating Procedures, System Security Plan, Managed Security Service Provider, Risk Assessment Report and Security Control Traceability Matrix).
  • Perform oversight of the development, implementation, and evaluation of the information system security program policy with equal emphasis placed upon integration with existing SAP, SCI, and Collateral infrastructures
  • Develop and provide A&A risk management recommendations to the customer.
  • Represent the Government Program Manager in various Systems Security Engineering (SSE) related working groups, advisory groups, and advisory council meetings, and Integrated Product Team (IPT) reviews.
  • Assist with development and maintenance of the Program Protection Plan and Cybersecurity Strategy.
  • Assist with site activation activities and design reviews.
  • Assists with the development, implementation and evaluation of information system security program policy on SAP, SCI, and Collateral systems..
  • Collaborate on A&A activities to ensure national and international security interests of the customer are protected during design and testing of support equipment.
  • Provide expert level consultation and technical services on all aspects of Information Security Review, SSE related designs, and provide security compliance recommendations.
  • Assist with development and maintenance of the Program Protection Plan (PPP) & Cybersecurity Strategy.
  • Incorporate Executive Orders (EOs) and any other applicable regulatory documentation governing the protection of national security information by program accessed personnel and Career security professional into the education and awareness program.
  • Support the development, dissemination and presentation of security education materials that provide blended learning opportunities. Materials may include training plans, briefings, slides, newsletters, web-based products, refresher training, and specialized training for all classification levels and accesses.
  • Develop and implement improvements to the overall security program.
  • Other duties as deemed appropriate for this position.
  • Travel approximately 10% of the time.
Education/Qualifications:
  • Bachelor’s degree in computer science, Information Security, Engineering, Mathematics or a related technical field is required. Master’s degree (in similar technical area) highly desired.
  • Certified Information Systems Security Professional (CISSP) Certification Required.
  • Top Secret clearance and SCI eligibility required.
  • Minimum of 10 years planning, designing, developing, integrating, testing and/or deploying secure information technology.
  • Experience working with DoD and/or Intelligence Community (IC) space system programs.
  • Understanding of Risk Management Framework (RMF) and DoD / IC cybersecurity requirements, policies, and best practices.
  • Experience in IT Security including requirements, architecture, and design.
For this role, the compensation range for candidates in California is ($128K- $180K) . Note: Starting pay will be based on a number of factors and commensurate with qualifications & experience. FTI has a location based compensation structure; there may be a different range for candidates in other locations.
