Infrastructure Manager is a key member of the IT leadership team that develops and implements the IT strategy and plan in alignment with Optum’s business goals. This position manages the Infrastructure team to ensure that our enterprise infrastructure including private voice and data networks, Internet, hyper-converged platforms, virtual environments and 3rd party infrastructure services to support Optum’s operations with high performance, availability and security end-to-end. This position also works closely with the Manager of Informatics, Business and Systems Analysis, internal and external business partners and service providers to ensure we are meeting our business needs. This position must create and maintain effective working relationships with IT and other Optum ‘s staff, clinicians and external partners.

Hybrid role (3 days in Eugene office and 2 days remote)

Primary Responsibilities:

  • Develop strategy, policies, procedures, service level agreements (SLAs) and performance metrics for Infrastructure to maintain and improve the enterprise architecture and manage IT services including 3rd party services delivering a high-performing, reliable, secure environment for Optum operations
  • Establish effective working relationships with senior management, directors, managers, patients, providers, and collaborate with them in project/program planning and development to support departmental and organizational initiatives with appropriate systems and services
  • Manage the life cycle of multiple enterprise systems and lead projects to implement, maintain, upgrade and support various technologies including, but not limited to telephony, networking, firewalls, hypervisors, servers (physical and virtual), storage, DBMS and other enterprise systems
  • Manage the life cycle of Optum IT data center assets to deliver business value with cost optimization
  • Provide effective leadership for the Infrastructure team promoting a work environment that fosters productivity, teamwork, collaboration, achievement, innovation and employee engagement. Direct and prioritize the work and help set Daily Management System and other departmental metrics to track IT performance and success
  • Recruit, select and retain qualified staff, mentor and coach them for success, administer performance management and corrective action, and facilitate succession planning, etc.
  • Work with the IT leadership team to conduct strategic and tactical planning, effective change management, development, evaluation, and coordination of information technology systems for the organization
  • Work with Optum and other business partners and 3rd party services to integrate or interface our network and systems while ensuring high-performance, reliability and security
  • Analyze complex business needs and recommend/facilitate the successful implementation of technical solutions while creating, maintaining, and enforcing standards/procedures for implementing those solutions
  • Facilitate communication between vendors, staff, management, and other technology resources within the organization in the areas of systems design, modification and trouble shooting
  • Help ensure organizational compliance with all applicable Federal and State laws and regulations including but not limited to: HIPAA and HITECH
  • Participate in hardware and software evaluations and maintenance of vendor contracts
  • Perform other duties as assigned

Required Qualifications:

  • Bachelor’s degree in Computer Science or related field or equivalent combination of education and experience
  • 5+ years of experience of direct management of Infrastructure teams
  • 5+ years of experience in Infrastructure Technology Delivery for large companies (1000+ employees) in the following areas:
    • Network and Voice
    • Server and Storage
    • Command Center/NOC
    • Desktop/Endpoint operations
  • 3+ years of experience communicating technology matters to business partners, senior executives, and strategic partners
  • Solid technical knowledge of networking and server technologies
