Responsibilities:
Research, design, and implement training materials using various multi-media channels including digital and paper-based. Write, design, edit, and maintain documentation and training materials. Explain complex product information to non-technical audiences. Maximize effectiveness of training materials by researching training methodologies, learning tools, and practices. Remain current with best practices for technical instruction. Communicate effectively both orally and in writing. May coordinate publication and dissemination of materials. Specifically:
  • Evaluates Ready Relevant Learning (RRL) curricula analysis documentation delivered by contractors for traceability to approved training requirements, alignment with sound ISD principles, and compliance with SWSC, Navy Education and Training Command (NETC), and RRL approved policies and guidance. Delivered products requiring evaluation include Rating Domain Analyses (RDAs), Media/Fidelity Analyses (M/FAs), Military Characteristics Documents (MCDs), modified Job Analyses, Job Duty Task Analyses (JDTAs), Front End Analyses (FEAs), Learning Objectives (LOs), Learning Design Strategies (LDSs), other analyses documents as required.
  • Research, design, and implement training materials using various multi-media channels including digital and paper-based.
  • Write, design, edit, and maintain documentation and training materials.
  • Explain complex product information to non-technical audiences. Maximize effectiveness of training materials by researching training methodologies, learning tools, and practices. Remain current with best practices for technical instruction.
  • Communicate effectively both orally and in writing. May coordinate publication and dissemination of materials. Specific responsibilities:
    • Collaborate with Fleet Subject Matter Experts (SMEs), training supervisors and instructors, and curriculum developers, including graphic artists, to develop instructor-led curricula, self-directed web-based courses, and instructional multi-media (IMM) content.
    • Implement adult learning theory into curriculum and supplemental training materials.
    • Coordinates and participates in course pilots to assure clear understanding of course design characteristics and rationale. Analyzes modernized curricula during the pilot and provides written reports to validate updated course documents and to support post-pilot corrections to curricula.
    • Reviews and tracks Statements of Work (SOW) and delivery schedules for content reengineering contracts, reviews products delivered under contract and coordinates corrective action, when required for final validation. Evaluates products to ensure proper adjudication of comments for final acceptance prior to piloting.
    • Evaluates training survey data, analyzes results, and provides recommendations to leadership for improving training content or implementing program innovations or modifications to optimize training effectiveness.
    • Provides comprehensive data used to develop transition status briefs, assessment briefs, and other strategic communication products and reports for presentation to leadership.
    • Research technical material and Navy reference publications including internet searches, searches of various Navy technical websites, and searching within PDF documents.
    • Create lesson plans, teaching guides, and course schedules in accordance with guidance from Navy Education and Training Command Technical Manuals (NAVEDTRAs).
    • Reviews and recommends viable solutions for improvement to NETC policies and business processes to incorporate RRL curricula design strategies and lessons learned.
    • Develop valid test banks to assess learner’s performance. Develop formative and summative evaluation strategies and recommend best practices.
    • Create and utilize graphics and visual material to promote and enhance learning objectives.
    • Reviews and tracks Statements of Work (SOW) and delivery schedules for content reengineering contracts, reviews products delivered under contract and coordinates corrective action, when required for final validation.
    • Conduct complex, important work under minimal supervision and with wide latitude for independent judgment.
Education/Qualifications:
  • A bachelor’s degree in Education, Instructional Systems Design or related field of study OR Prior enlisted Navy rating OR Prior Surface Warfare Officer OR a combination of relevant experience and certification such as the US. Navy’s Master Training Specialist (MTS) and Navy Certified Instructor may substitute for a bachelor’s degree.
  • Specialized experience in developing and revising training materials throughout the expected end-to-end lifecycle is required.
  • Strong Microsoft Office skills including Excel and Word, Adobe is required.
  • Exceptional oral, written, and interpersonal communication skills to work effectively with team members at all levels. Ability to prioritize and problem-solve while maintaining open and cordial work relationships is required.
  • Ability to obtain and maintain DoD Secret security clearance is required; active DoD Secret security clearance HIGHLY preferred.
  • Experience designing multimedia desktop simulations or interactive training and/or e-learning content using programs such as Adobe Captivate 2019 is HIGHLY preferred.
  • Experience working in a web-based or e-learning production environment, Learning Management Systems (LMS), Sharable Content Object Reference Model (SCORM, Section 508), and common web development applications is preferred.
  • Experience with enlisted Navy navigation and/or engineer ratings is preferred.
  • Solid demonstrable understanding of adult learning theory and methodologies such as the ADDIE instructional design model is preferred.
  • Technical writing and editing is preferred.
  • Familiarity with U.S. Navy course material planning and management tools such as AIM and CPM/LOM is preferred.
