The Instructional Systems Specialist /Scrum Master is responsible for Manpower, Personnel and Training (MPT) analysis, training acquisition oversight, and course development. The Training Development Specialist will work directly with Instructional Systems Designers (ISD), Industrial/Organizational Psychologists, Subject Matter Experts (SME), and other professionals to develop training products in accordance with instructional design principles such as PADDIE/ADDIE and DOD standards such as MIL-HDBK 29612, NAVEDTRA 130 series, OPNAVINST 1500.76 series, SPAWARINST 1500.6, and DoD Instruction 5000.75.

Millennium Corporation is seeking an
Instructional Systems Specialist/Scrum Master to workin a fully remote capacity.
Candidate must have an
active Secret Clearance to qualify for consideration.
The Instructional Systems Specialist /Scrum Master is responsible for Manpower, Personnel and Training (MPT) analysis, training acquisition oversight, and course development. The Training Development Specialist will work directly with Instructional Systems Designers (ISD), Industrial/Organizational Psychologists, Subject Matter Experts (SME), and other professionals to develop training products in accordance with instructional design principles such as PADDIE/ADDIE and DOD standards such as MIL-HDBK 29612, NAVEDTRA 130 series, OPNAVINST 1500.76 series, SPAWARINST 1500.6, and DoD Instruction 5000.75.
- Preferred candidates for this position have prior experience in both training front-end analysis (FEA) and training product development.
- Develop and maintain Navy Training System Plans (NTSPs) and conduct MPT Advisory Boards in accordance with OPNAVINST 1500.76 series and SPAWARINST 1500.6.
- Perform Job Duty Task Analysis (JDTA), Training Task Analysis (TTA), Learning Objective Analysis, and others.
- Develop an Integrated Master Schedule (IMS) and Level of Effort (LOE) inputs for projects.
- Track and report project status through written reports and facilitate meetings.
- Communicate risks, impacts, and mitigations.
- Design, develop, and implement training products such as Lesson Plans, Instructor Guides, Trainee Guides, Microsoft PowerPoint Presentations, job performance aids, computer-based training (CBT), and interactive courseware (ICW).
- Conduct training classes for IT systems in support of pre-deployment and end-user training.
- Provide inputs to government acquisition products supporting the procurement of training
- Provide oversight to ensure training meets program cost, schedule, and performance.
- Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but are not limited to participation in technical interviews, creation of technical documentation, general proposal writing support, and proposal color reviews.
- Lead project analyst responsible for the implementation of requirements for project-related training development activities. Coordinates closely with all members of the Training project team to ensure comprehensive integration of requirements and risk mitigation.
- Responsible for attending programmatic SCRUM meetings and translating SCRUM team requirements for training development activities
- Coordinates closely with the Training Team Leads, program Training Technical POC, and all other training team members to ensure comprehensive integration of requirements and risk mitigation
- Provides technical inputs and direction in partnership with program Training Technical POC and team for software, Feature Map, environments, Jira, Confluence
- Leverages SCRUM/Agile inputs to inform, identify, define, and develop resource loaded training schedules in Microsoft Project
- SCRUM Master responsible for attending programmatic SCRUM meetings and translating SCRUM team requirements for training development activities
- Coordinates closely with the Training Team Leads, program Training Technical POC, and all other training team members to ensure comprehensive integration of requirements and risk mitigation
- Provides technical inputs and direction in partnership with program Training Technical POC and team for software, Feature Map, environments, Jira, Confluence
- Leverages SCRUM/Agile inputs to inform, identify, define and develop level of efforts for resource requirements and training product development
- Writes queries for Feature Map (requirements, user stories, business rules)
- Agile/SCRUM certification and proficiency with applied proven experience a must
- Proficiency in Microsoft Project a must
- Knowledge of and proficiency in Articulate 360 a plus
- Active Secret Clearance
- 6 years of relevant experience in Instructional Systems or related field.
- Bachelor’s degree in either Instruction Systems Design, Industrial/Organizational Psychology, or related field. A high school degree can substitute a college degree if you have at least 13 years of relevant experience.
- Agile/SCRUM proficiency with applied experience a must
- Proficiency in Microsoft Project a must
- Knowledge of and proficiency in Articulate 360 a plus
- Experience with Content Management Systems (CMS), Learning Management Systems (LMS), and courseware development software Adobe suite (Captivate, FrameMaker, etc.) and similar tools (MadPak suite to include MadCap Flare, SAP, Oracle)
- Ability to work as part of a team and autonomously
- Verbal and written communication skills to support both informal and formal briefings, status updates, and other meetings; report and formal product/deliverable generation.

Business Development:
Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.
- Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 10-15 pounds at a time.
