About the Department


Housed within the City Manager’s Office, the Office of Economic Development & Cultural Affairs (OEDCA) leads the implementation of San Jose’s Economic Strategy by working with other City departments, stakeholders, private businesses, and community partners. OEDCA fulfills a critical role in strengthening the City’s long-term fiscal resilience.

OEDCA has four divisions: Business Development, focused on business attraction, expansion, and retention; Business Operations and Real Estate, focused on revenue generation, management of City-owned property, and Department administrative support; Cultural Affairs, responsible for arts and cultural development; and work2future, which administers City- and federally funded workforce development programs.

The work2future division staffs the work2future Local Workforce Development Board to support the success of employers and job seekers in eight cities—San Jose, Campbell, Gilroy, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, Saratoga—and the unincorporated communities of Santa Clara County. Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).


Positions & Duties


The Labor Market & Business Engagement Analyst is an integral member of work2future’s Strategic Engagement team, which is responsible for business services, sector partnerships, regional labor market analysis, administrative support for the work2future Board, and a variety of special projects. Under the supervision of, and working closely with the Strategic Engagement Manager, the Analyst will help to ensure that work2future and its partners are well informed about the region’s labor market, support data-driven improvements in strategy and service development for both business and job-seeker stakeholders, and work with the team on business engagement generally.

Duties Include:

    • Researching and tracking employment, unemployment, and related data using a variety of tools and sources, and analyzing trends across all and selected industries
    • Engaging with employers and other first-party sources to research and analyze employers’ workforce needs and challenges and identify ways to help meet them
    • Identifying opportunities for layoff aversion and other business services
    • Analyzing occupation and skills demand and producing a report on quality in-demand occupations, in-demand skills, and high-road career pathways at least semi-annually
    • Working with labor market consultants and other outside resources
    • Preparing monthly labor market presentations and a monthly blog
    • Participating in the planning and execution of career fairs and specialized recruitment events/activities
    • Informing the development and planning of services and programs
    • Other duties as assigned.
Qualifications


Desirable Skills include:

    • Labor market and business economics research and analysis
    • Design and conduct of surveys and interviews
    • Use of labor market data aggregators/tools such as Lightcast Developer and/or Chmura JobsEQ
    • Use of data visualization tools such as MS Power BI and/or Tableau
    • Project coordination/management
    • Strong interpersonal and teamwork skills
    • Strong writing and oral communication skills
    • Ability to work both independently and collaboratively

Minimum Qualifications

Analyst I

A Bachelor's Degree from an accredited college or university.

Analyst II

A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

Acceptable Substitution

Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

Licenses or Certificates: Possession of a valid California Driver’s License may be required.
