The Department of Innovation & Technology (DoIT) is seeking a highly skilled and organized individual to serve as a Labor Relations Specialist in a fast paced, team oriented, and exciting Labor Relations Office. Provides complex and confidential labor assistance to agency management and staff. Answers inquiries and advises on rights and obligations concerning labor contract interpretations, personnel rules, the state's pay plan and agency policies and practices. Develops and drafts policies and procedures for DoIT Labor Relations Administrator’s approval. Researches unresolved, controversial labor relations issues and provides a recommended resolution to the Labor Relations Administrator. Advises managers and supervisors on their rights and responsibilities ensuring contract compliance. Independently conducts special investigations on employee grievances (including non-contract code grievances) and unfair labor practice charges. Reviews and investigates the issues of the grievance to determine if a violation has occurred, summarizes information and presents to supervisor prior to third level grievance hearings. Prepares agency third level dispositions for the Labor Relations Administrator’s review and approval. Conducts and/or participates in third level grievance hearings as the Labor Relations Administrator's designee. Travels statewide to attend meetings, hearings, conferences and negotiations. Job Responsibilities

35% Under general direction of the Labor Relations Administrator for the Department of Innovation & Technology (DoIT), serves as a Labor Relations Specialist providing complex and confidential labor assistance:
  • Meets with and/or confers with agency managers, supervisors and employees to answer inquiries and advise on rights and obligations concerning labor contract interpretations, personnel rules, the state's pay plan and agency policies and practices
  • Develops and drafts policies and procedures for DoIT Labor Relations Administrator’s approval
  • Researches unresolved controversial labor relations issues and provides a recommended resolution to the Labor Relations Administrator
  • Advises managers and supervisors on their rights and responsibilities ensuring contract compliance
  • Participates in the preparation, updating and maintenance of the agency strike plan
  • Travels to participate in meetings, hearings, conferences and negotiations.


25% Independently conducts internal administrative investigations and special investigations on employee grievances (including non-contract code grievances) and unfair labor practice charges:
  • Conducts administrative investigative hearings; maintains chain of custody of all documentation gathered throughout the process; drafts investigative reports for Labor Relations Administrator
  • Conducts objective analysis of technological data gathered in the course of an administrative investigation.
  • Meets with and/or confers with supervisors and/or managers to obtain facts related to grievances, advises management of grievance steps, timeframes and appropriate responses and documents findings
  • Reviews and investigates the issues of the grievance to determine if a violation has occurred, summarizes information and presents to supervisor prior to third level grievance hearings
  • Prepares agency’s third level dispositions for the Labor Relations Administrator’s review and approval
  • Conducts and/or participates in third level grievance hearings as the Labor Relations Administrator's designee
  • Drafts decisions and/or resolutions
  • Participates in the preparation of witnesses and documents with Labor Relations Administrator for third level grievances and arbitration hearings

15% Reviews bargaining unit bypass records for accuracy and thoroughness to ensure compliance in filling of vacancies and approves justifications when deviating from the collective bargaining unit agreement.


10% Coordinates and monitors agency reporting obligations to various unions including, but not limited to,
AFSCME reports, bi-monthly reporting of personal service contract information, and union requests for information
  • Coordinates the implementation of new bargaining contract provisions with the agency Human Resources Division, Payroll Office and others following negotiations of new or revised contractual terms providing official interpretation and guidance.


5% Reviews position descriptions and prepares bargaining unit exclusion surveys for non-union division manager’s approval:
  • Reviews CMS104s to make recommendations for inclusion/exclusion utilizing specific criteria
  • Attends Labor Board hearings with Labor Relations Administrator
  • Prepares and maintains documents as required.


5% Participates in meetings with various unions to discuss/negotiate layoff impact:
  • Assists with the preparation of layoff packages and collaborates with Human Resources (HR) in drafting notification letters to appropriate union to provide intent to proceed with layoff
  • Prepares bumping chains for AFSCME and Teamsters bargaining unit members targeted for layoff ensuring provisions of the contract are followed
  • Prepares appropriate correspondence for affected employees
  • Meets with the employees to notify of their options and to answer relevant questions
  • Assists HR Staff in preparing the final layoff package for CMS review and approval


5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Knowledge, Skills, and Abilities

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
  • Requires two (2) years of professional experience in human resources or a related field.


Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience in the field of labor relations in a public or business organization
  • Three (3) years of professional experience in the administration and application of collective bargaining contracts in a public or business organization.
  • Two (2) years of experience in information technology concepts and principals
  • Two (2) years of experience interpreting complex documents such as union contracts, employee handbook, legal documents, policies and procedures.
  • One (1) year of experience in the administration and application of Federal Merit Standards, the Equal Employment Opportunity Act and the Civil Rights Act in a public or business organization.
  • One (1) year of experience serving as a hearing officer regarding contractual provisions in a public or business organization.
  • Extensive knowledge of persuasive writing skills involving disciplinary documents, memorandum of understanding, memorandum of agreement, stakeholder reports, after action reports and other complex multilateral agreements.
  • Two (2) years of direct experience participating in collective bargaining agreements, supplemental agreements and organization impact negotiations.
  • Extensive knowledge of Microsoft Office Suite products, Human Resources Information System (HRIS) and data analysis.
  • Extensive knowledge of internal administrative investigatory practices
  • Extensive knowledge of compliance enforcement as it relates to established human resources processes.
