Director II
Performs highly advanced (senior-level) management work administering the fiscal, communication, and business operational activities of the Laboratory Services Section. Oversees the management of section budget and expenditures. Oversees and prepares objective reports, formulates strategic solutions to problems, and advises the section director accordingly. Oversees and manages special projects and assignments from the section director related to section program operations, including legislative related activities. Provides leadership, direction, guidance and assistance to the Section for all business needs. Oversees the continuous evaluation of the Section’s business operations and processes, to identify opportunities for improved efficiencies and cost reductions, and makes recommendations to the section director for improvements. Plans and assigns the work of and supervises the members of the Laboratory Business Operations Unit. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.


Essential Job Functions:
(30%) Oversees and manages daily operations and functions related to fiscal, communication, and other business related activities of the Laboratory Services Section (LSS). Ensures all internal and external assignments and inquiries are completed in a timely manner. Oversees Unit activities related to policy makers and legislative processes including bill analysis, cost estimates, implementation plans, and rule-making. Oversees and manages Unit technical assistance and problem solving related to Unit functions and facilitates issue resolutions for the other laboratory units related to these functions.

(25%) Oversees and manages special projects and assignments from the section director related to LSS business operations including fiscal, outreach and communication and other business related functions. Facilitates the research and identification of improved laboratory business methods and makes recommendations to the section director for business improvements and policies/procedures.

(15%) Acts as the liaison to DSHS and HHSC business support units including, but not limited to, PCS, the Chief Financial Officer, the Program Operations Office, the communications group and human resources. Represents the section director with senior level groups at meetings and on committees, task forces, and inter/intra-agency workgroups as requested.

(15%) Provides technical guidance to the section director related to the LSS budgeting, expenditures, contracts, grants, Legislative Appropriations Requests, Exceptional Item development, and capital authority requests. Provides analysis, evaluation, and reports as needed. Oversees and prepares objective reports, formulates strategic solutions to problems, and advises the section director accordingly. Participates in strategic planning activities for the section. Establishes goals, priorities, and policies/procedures for the LSS business operations resource management and fiscal operations.


(10%) Serves as a member/advisor to the LSS leadership team. Plans, assigns, and supervises the work of members of the Laboratory Business Operations Unit. Directs, manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. Ensures all human resource activities are completed in accordance with agency or enterprise policy.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.

  • Registration or Licensure Requirements:
    Earned a bachelor's degree from an accredited four-year college or university


    Initial Selection Criteria:
    Graduation from an accredited four-year college or university. Minimum five years experience in management with at least two years managing at a state agency. Experience in budget management, contract management, purchasing, and legislative appropriations development. Preferred experience in process improvement and project management. Preferred experience with federal and state laws and regulations relevant to the business operations.
