Summary Description
Under immediate supervision (Laborer or Operator I), performs skilled maintenance, repair and construction work on the potable water treatment and distribution system; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks.
Essential Duties and Responsibilities
Laborer
Under direction of supervisor:
Learns to perform the various tasks associated with the maintenance and operation of a water distribution system.
Learns the proper use of tools and equipment required to perform the job.
Assist operators with the installation, repairs and replacement of water mains, water services, valves, fire hydrants and water meters.
Learns to maintain pumps, motors and equipment.
Assist operators with meter reads, meter repairs and meter replacement and field investigations.
Assist operators with exercising gate valves and conducting fire hydrant maintenance.
Learns to repair sidewalks and street repair.
Performs other miscellaneous tasks that may include general clean-up, maintenance, inventory, and organization of the facilities, as well as landscaping, digging, lifting, carrying, etc., as assigned.
Good public relations and interaction with customers is required.
Communicates effectively to Management, Supervisors, Operators, and Office Staff, regarding any work being carried out.
Follow established policies and procedures in repair of equipment to ensure proper working order.
Follow established policies and procedures to maintain working order of all equipment in the District.
Operates District vehicles and heavy equipment according to established safety procedures and policies.
Performs other duties as assigned.
Available for emergency response after hours.
Operator 1
Under direction of supervisor:
Performs various tasks associated with the maintenance and operation of a water distribution system.
Participates in the installation, repairs and replacement of water mains, water services, valves, fire hydrants, water meters and other District related appurtenances.
Performs meter reads, meter repairs and meter replacement and field investigations.
Exercise gate valves and fire hydrant maintenance.
Repairs water leaks, sidewalk repair and street repair.
Knows proper use of tools and equipment required to perform the job.
Maintain well pumps, motors and equipment.
Performs other miscellaneous tasks that may include general clean-up, maintenance, inventory and organization of the facilities, landscaping, digging, lifting, carrying, etc., as assigned.
Interacts with customers and acts as a field representative of the District.
Communicates effectively to Management, Supervisors, Operators, and Office Staff, regarding any work being carried out.
Collects samples for analytical purposes and performs basic laboratory analytical techniques on water samples.
Follow established policies and procedures in repair of equipment to ensure proper working order.
Operates District vehicles and heavy equipment according to established safety procedures and policies.
Performs other duties as assigned.
Participates in an alternating after hours On-Call and week-end rounds schedule.
Available for emergency response after hours.
Minimum Position Qualifications
Laborer
High school diploma or equivalent required.
Valid California driver's license
Operator 1
High school diploma or equivalent required.
Valid California driver's license
Must possess a California State Water Distribution 2 Certification
The following generally describes the knowledge and ability preferred to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.
Knowledge of:
Principles and practices of water distribution maintenance and repair.
Basic principles of water treatment.
Common tools, materials, and motorized vehicles and equipment used in the maintenance and repair of a water distribution system.
Pumps, valves, and backflow devices.
Basic mathematical principles.
Safe work practices and policies.
Ability to:
Work with a variety of tools related to water system maintenance.
Learn to safely operate a variety of maintenance equipment.
Perform heavy manual labor.
Perform semi-skilled maintenance duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Environment: Work is performed primarily in an outdoor field environment; travel from site to site; exposure to noise, dust, mechanical and electrical equipment, and all types of weather and temperature conditions; work in or around water; exposure to street traffic conditions; work and/or walk on various types of surfaces including uneven surfaces and rough terrain; work at heights; may be required to respond to emergency and public calls after hours including evenings and weekends.
Physical: Primary functions require sufficient physical ability and mobility to work in a field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to operate assigned equipment and vehicles; and to verbally communicate to exchange information.
